Abstract

ABSTRAK Jumlah penduduk buta aksara pada tahun 2019 usia 15-59 tahun sebanyak 5.474.694 orang menyebar diseluruh Kabupaten/Kota di Indonesia. Sejak tahun 2005 pemerintah telah menerbitkan program pendidikan keaksaraan usaha mandiri sebagai bagian dari upaya pemberantasan buta aksara, kemiskinan dan kebodohan. Penelitian ini bertujuan untuk menganalisis kesesuaian implementasi program tersebut dengan model evaluasi CIPP. Metode studi kasus pada enam lembaga pendidikan masyarakat di Kabupaten Bogor. Data diperoleh melalui wawancara, observasi dan dokumentasi. Tekhnik analisis data menggunakan model interaktif Miles and Hubermen. Hasil penelitian menunjukkan bahwa program diselenggarakan berdasarkan kebutuhan masyarakat buta aksara pada wilayah pedesaan/perkampungan. Buta aksara terjadi karena rendahnya pendapatan ekonomi keluarga yang berdampak pada cara berfikir masyarakat menjadi pendek, memilih berhenti sekolah, kemudian bekerja walaupun harus menjadi pekerja kasar. Proses pembelajaran lebih banyak pada kegiatan praktek keterampilan daripada keaksaraan dan pengenalan usaha. Kondisi ini terjadi karena keterbatasan pengalaman dan kompetensi kewirausahaan tutor, serta minimnya kerjasama lembaga penyelenggara dengan pelaku usaha kecil dan menengah pada wilayah setempat. Seluruh peserta didik dinyatakan lulus hanya saja belum dapat mencerminkan kompetensi keaksaraan dan pengenalan usaha, karena kegiatan evaluasi akhir belum memenuhi standar Permendikbud Nomor 42 tahun 2015. Penelitian ini memberikan rekomendasi model pembelajaran keaksaraan usaha mandiri untuk masyarakat berpenghasilan rendah/miskin. ************************* The number of illiterate populationin 2019 aged 15-59 years was 5,474,694 people distributed throughout the Regencies / Cities in Indonesia. Since 2005 the government has published a Pendidikan keaksaraan usaha mandiri program (independent business literacy education program) as a part of efforts to eradicate illiteracy, poverty and ignorance. This study aims to analyze the suitability of the program implementation with CIPP evaluation model. Case study method was conducted in six community education institutions in Bogor Regency. Data was obtained through interviews, observation and documentation. Data analysis technique used was the interactive model of Miles and Hubermen. The results showed that the program was organized based on the needs of the illiterate community in villages/rural areas. Illiteracy occurs due to the low economic income of the family which affects the way of thinking of the community that become short, they choose to stop school, then work even though they have to be manual labor. The learning process is more in skills practice activities than literacy education and business introduction. This condition occurs because of the limited experience and entrepreneurial competence of tutors, as well as the lack of collaboration between the organizing agencies and small and medium business operators in the local area. All students are declared graduated but they can not reflect literacy and business introduction competencies yet, because the final evaluation activity does not meet Permendikbud (Minister of Education and Culture Regulation) standard No. 42 of 2015. This study provides a recommendation model for independent business literacy learning for low income/poor people.
