Abstract

This research and development aims to develop online experiential learning instruction for teacher distance training in Classroom Action Research subject using Bates online instructional development model. The research was carried out in Jakarta Training Institution of Indonesia Religion Affairs (Balai Diklat Keagamaan Jakarta) from 2014 until 2016. The product is a Learning Management System (LMS) loaded in http://e-teachertraining.net/. The LMS presents structured fully online instruction in 3 categories (main activity) namely Program Orientation, Learning Activity and Program Evaluastion. Learning Activity concicts of 9 sub-categories (activity) weighted of 120 lesson hours with a completion time of 16 weeks. Each sub-category consists of 4 activity sessions follows David Kolb experiential learning cycle. The results of the evaluation shows that the instructional system had obtained a good predicate with the indicator that the level of graduation reached 85%, the average score of all activities was 87.37; significant difference between pre-posttest with significant score 0.00 measured in α 0.05, participant’s score of LMS 4.44; and participant’s score of tutor services 4.58. Some problem still being faced was the late of completion in every activity and program as a whole, scores below passing grade on the first chance in both tests and end activity task, lack of video resources and the speed of tutor services. The research recomends to use the instructional system as a model of DJJ Online in BDK Jakarta and other BDK. ************ Penelitian ini bertujuan untuk mengembangkan sistem pembelajaran onlineberbasis Experiential Learningpada materi Diklat Penelitian Tindakan Kelas. Penelitian dilakukan di BDK Jakarta mulai tahun 2012sampai tahun 2016 menggunakan model pengembangan sistem instruksional onlineAntoni Bates. Sistem instruksional tersebut dirancang agar peserta dapat menyusun proposal PTK. Hasil pengembangan berbentukLMS yang disajikan dalam web dengan alamat http://e-teachertraining.net/. DalamLMS tersebut pembelajaran dibagi dalam 3 bagian yaitu Orientasi Program, KegiatanBelajar(KB) dan Evaluasi. Jumlah kegiatan belajar terdiri dari 9 KB dengan bobot 120 JP yang harus diselesaikan dalam waktu 16 minggu. Dalam setiap KB disajikan sesi kegiatan secara sistematis mengikuti sintaks model pembelajaran Experiential LearningDavid Kolb. Pembelajaran disajikan fully onlineterstruktur dimana setiap peserta Diklat harus mengikuti seluruh program secara urut dan memperoleh skor 76 untuk mendapatkan sertifikat.Hasil evaluasi pada uji pembelajaran diperoleh data bahwa sistem instruksional sudah memperoleh predikat baik dengan indikator tingkat kelulusn mencapai 85%, rata-rata skor seluruh kegiatan 87.37, rata-rata skor uji kompetensi 86.11, rata-rata skor keberfungsian LMS 4.44 (dari skala 5), rata-rata skor tutor 4.58, dan rata-rata skor penyelenggaraan 4.25. Data tersebut meyatakan bahwa sistem instruksional efektif meningkatkan tingkat kelulusan dan retensi. Meskipun begitu masih harus dilihat konsistensinya. Masalah yang masih dihadapi adalah keterlambatan peserta dalam menyelesaikan tugas, skor di bawah passing gradepada kesempatanpertama, masih kurangnya media video dan kecepatan layanan tutor. Berdasarkan hasil penelitian tersebut dapat direkomendasikan bahwa desain instruksional, materi ajar dan web DJJ Onnlineberbasis experiential learningpada materi PTK dapat digunakan sebagai salah satu DJJ di BDK Jakarta dan dapat dijadikan contoh untuk Balai Diklat lain.
