Abstract

ABSTRAK Penelitian ini bertujuan untuk mengevaluasi program rekrutmen dan penempatan pegawai dalam meningkatkan daya saing sumber daya manusia di PT. Astra International Tbk.-TSO-Auto2000 Cabang Cirebon, dan dilakukan dengan pendekatan kualitatif dan model evaluasi Context, Input, Process, Product (CIPP). Hasil evaluasi konteks menunjukkan bahwa sistem kebijakan dalam pelaksanaan rekrutmen dan penempatan pegawai di perusahaan tersebut menganut sistem desentralisasi. Kewenangan, tugas dan tanggung jawab dalam pelaksanaan program rekrutmen dan penempatan pegawai, langsung berada pada kepala bagian atau unit kerja masing-masing. Oleh karena itu, hasil evaluasi input menunjukkan bahwa dalam struktur organisasi kepemimpinan kantor cabang perusahaan tersebut, tidak ada bagian khusus kepegawaian dan pengembangan sumber daya manusia. Dalam implementasinya, hasil evaluasi proses menunjukan bahwa pelaksanaan program rekrutmen dan penempatan pegawai pada bagian penjualan (Sales) dilakukan dengan menggunakan pendekatan dan strategi melalui pelaksanaan “Program Mitra Penjual Auto2000”. Sedangkan pada bagian perawatan dan perbaikan (After Sales) menggunakan pendekatan dan strategi melalui pelaksanaan “Program Magang Siswa”. Akhirnya, berdasarkan hasil evaluasi produk menunjukkan bahwa melalui kedua pendekatan dan strategi yang digunakan dalam implementasi program rekrutmen dan penempatan pegawai pada kantor cabang perusahaan tersebut, tidak hanya mampu memenuhi kebutuhan pegawai sesuai dengan standar dan kriteria yang telah ditetapkan secara efektif, tetapi juga mampu meningkatkan daya saing calon pegawai, baik yang direkrut maupun yang tidak direkrut. Bahkan, mampu mengintegrasikan program pendidikan yang diselenggarakan di sekolah dengan kebutuhan kompetensi keahlian di dunia industri atau lapangan kerja. ********************************** ABSTRACT This study aims to evaluate of recruitment program and employee placement programs in improving the competitiveness of human resources at PT. Astra International Tbk.-TSO-Auto2000 Branch of Cirebon, and carried out with a qualitative approach and an evaluation model of Context, Input, Process, and Product (CIPP). The context evaluation results show that the application of recruitment and placement policies for employees in the company follows a decentralized system. Authority, duties and responsibilities in carrying out recruitment and placement programs for employees are directly at the head of the department or work unit. Therefore, the results of the input evaluation show that in the organizational structure of the leadership of the company's branch office, there is no specific section on staffing and human resource development. In its implementation, the results of the process evaluation showed that the implementation of the recruitment and employee placement program in the Sales department was carried out using an approach and strategy through the implementation of the "Auto2000 Seller Partner Program". While the maintenance and repair section uses an approach and strategy through the application of the "Student Internship Program". Finally, based on the results of product evaluation shows that through the two approaches and strategies used in the implementation of the recruitment program and the placement of employees in the branch offices of the company, not only able to meet the needs of employees according to standards and criteria that have been set effectively, but also able to increase competitiveness the strength of prospective employees, both those recruited and those not recruited. In fact, he is able to integrate educational programs held in schools with the need for competency expertise in the industrial or occupational world.
