Abstract

ABSTRAK Penelitian ini bertujuan untuk mendapatkan fakta, data, dan informasi tentang hasil implementasi kebijakan regrouping Sekolah Dasar Negeri di Wilayah Jakarta Selatan. Penelitian ini menggunakan metode evaluatif dengan model CIPP dan pendekatan data kualitatif. Teknik pengumpulan data yang digunakan adalah wawancara, observasi, dan dokumentasi. Subjek penelitian yaitu Kepala Sekolah, Guru, dan Operator sekolah. Hasil penelitian ini menunjukkan bahwa pada komponen konteks, kebijakan regrouping sekolah memiliki landasan hukum yang jelas. Namun, indikator tentang keberhasilan tujuan kebijakan regrouping sekolah belum secara rinci dijelaskan. Pada komponen input, implementasi kebijakan regrouping sekolah membuat peserta didik, guru, tenaga pendidik, sarana, dan prasarana dari masing-masing sekolah digabungkan menjadi satu. Akan tetapi, tidak ada pembangunan unit gedung sekolah baru sedari awal kebijakan regrouping sekolah diimplementasikan. Pada komponen proses, pihak sekolah diberikan kebebasan untuk memilih tata cara implementasi kebijakan regrouping sekolah. Pada komponen produk, kebijakan regrouping sekolah membuat pengelolaan sekolah menjadi lebih efektif dan efisien. Namun, implementasi kebijakan regrouping sekolah mengakibatkan beban kerja operator sekolah semakin bertambah. Rekomendasi penelitian ini agar Dinas Pendidikan dapat menjabarkan indikator keberhasilan kebijakan regrouping sekolah secara lebih rinci, membangun gedung sekolah baru, dan menambah jumlah operator sekolah. ************************* ABSTRACT The aims of this study are to obtain facts, data, and information about the results of implementing regrouping policy to state elementary school in South Jakarta. This study uses the evaluative method with CIPP model and qualitative data approaches. The techniques of data collecting used in this study were interviews, observation, and documentation. Research subjects are the Principal, Teachers, and School Operators. The results of this study indicate that in the context component, school regrouping policy has a clear legal foundation. However, the indicators of the success of school regrouping policy objectives have not been explained in detail. In the input component, the implementation of the school regrouping policy makes students, teachers, teaching staff, facilities, and infrastructure of each school merged into one. However, there was no project to constructing several new school building since the school regrouping policy began to be implemented. In the process component, the schools are given the freedom to choose the procedures for implementing school regrouping policies. In the product component, the school regrouping policy makes school managements more effective and efficient. However, the implementation of the school regrouping policy resulted in the increasing workload of school operators. The recommendations of this study are to the Education Office can describe the success indicators of school regrouping policies in more detail, build new school buildings, and increase the number of school operators.
