Abstract

Penelitian ini bertujuan untuk mengetahui pemenuhan hak warga negara dalam memperoleh tempat tinggal yang baik dan sehat, serta untuk mengetahui pengelolaan fasilitas sarana dan prasarana di Rumah Susun Bendungan Hilir 2 Jakarta. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Teknik pengumpulan data yang digunakan adalah wawancara, observasi, dan dokumentasi. Informan pada penelitian ini adalah masyarakat Rumah Susun Bendungan Hilir 2, sedangkan Key Informan pada penelitian ini yaitu Ketua P3SRS Rumah Susun Bendungan Hilir 2. Penelitian ini dilaksanakan pada bulan Februari sampai dengan bulan Mei 2020. Hasil penelitian ini menunjukan bahwa terdapat faktor yang mempengaruhi pemenuhan hak dalam mendapatkan tempat tinggal yang baik dan sehat. Hal tersebut dapat dikatakan optimal pada kondisi atap rumah, lantai rumah, dinding rumah, penerangan utama, air minum yang layak serta sanititasi yang layak. Selain itu terdapat pengelolaan fasilitas sarana prasarana di wilayah rumah susun bendungan hilir 2 yang dikelola oleh pengurus perhimpunan serta penghuni rumah susun yang menjadi dasar untuk pencapaian dari pemenuhan hak warga negara dalam mendapatkan tempat tinggal yang baik dan sehat yaitu pada kegiatan pengelolaan, dan perbaikan terhadap fasilitas sarana prasaran Rumah Susun Bendungan Hilir 2. This study is aimed to find out the fulfillment of citizens' rights in obtaining a good and healthy place to live and to find out the management of facilities and infrastructure in Bendungan hilir 2 owned walk-up flat.This research uses a qualitative approach with descriptive methods. Data collection techniques used were interviews, observation, and documentation. The informants in this study were the people in Bendungan hilir 2 owned walk-up flat, while the Key Informants in this study were the Chairpersonof P3SRS in Bendungan hilir 2 owned walk-up flat. This study was conducted in February to May 2020.This study found that some factors influence the fulfillment of citizens' rights to get a good and healthy place to live.This is said to be optimal in the condition of the roof of the house, the floor of the house, the walls of the house, the main lighting, proper drinking water, and proper sanitation. Also, there is the management of infrastructure facilities in the area ofBendungan hilir 2 owned the walk-up flat, which is managed by the association's management and residents of the flats which are the basis for the achievement of the fulfillment of citizens' rights to get a good and healthy place to live, namely in management activities, and improvement of facilities infrastructure in Bendungan hilir 2 owned walk-up flat.
