Abstract

Penelitian ini bertujuan untuk mendeksripsikan peran organisasi Medical Emergency Rescue Committee (MER-C) memobilisasi sumberdaya yang dimiliki. Sumber daya tersebut dimobilisasi untuk mendorong kesuksesan sebuah aksi gerakan sosial. Penelitian ini pertama-tama berusaha menjelaskan latar belakang munculnya gerakan partisipasi pembangunan rumah sakit Indonesia yang dimotori oleh organisasi MER-C. Tujuan selanjutnya adalah menjelaskan faktor-faktor apa saja yang menjadi kunci dari keberhasilan gerakan tersebut. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus. Teknik pengumpulan data dilakukan dengan observasi, dokumentasi, studi literatur dan wawancara. Subyek dalam penelitian ini adalah stakeholder gerakan yang diwakilkan oleh empat orang (1) Rima Manjanariz selaku manager operasional MER- C, (2) Tina Leonard selaku staff MER-C, (3) Luly Larisa Agiel selaku relawan organisasi dan (4) Karidi selaku relawan gerakan. Penelitian ini mengadaptasi beberapa konsep, yakni civil society organization sebagai motor penggerak gerakan, gerakan sosial baru, dan pendekatan mobilisasi sumber daya. Hasil penelitian menunjukan bahwa gerakan partisipasi pembangunan rumah sakit Indonesia muncul karena organisasi MER-C melihat adanya sumberdaya finansial yang dimiliki masyarakat Indonesia. Organisasi MER-C merupakan aktor gerakan dan masyarakat Indonesia sebagai basis partisipannya. Keberhasilan dari gerakan sosial ini tidak terlepas dari peran aktor dalam memobilisasi sumberdaya yang dimiliki. Aktor dari gerakan ini memobilisasi para partisipan gerakan untuk mendapatkan sumberdaya yang dibutuhkan. Aktor gerakan sosial ini juga memanfaatkan media sosial dan internet sebagai salah satu alat pendukung kesuksesan gerakan. Media sosial dan internet dijadikan sebagai alat penyebar informasi sekaligus sebagai alat promosi gerakan. This research is aiming to describe the role of organization Medical Emergency Rescue Committee (MER-C) to mobilize the existing resource. The mobilization resource is to provide the success of a social movement. Firstly, this research tries to explain about appearance of the movement participation Indonesian hospital development by MER-C. The next objective is to explain what factors are becoming the key to determine the success of the movement. This research used a qualitative approach with case study method. Data collected by observation, documentation, literature and interviews. The subject in this research is stakeholder, the movement that represented by four people include Rima Manjanariz as operational manager MER-C, Lucy Larisa Agiel as organization volunteer and Karidi, a movement volunteer. This research adapted by some concepts, namely the Civil Society Organization For Motor Movers Movement, New Social Movements and Resource Mobilization Approach. The result shows that the appearance of participation movement of Indonesian hospital development, it because of MER-C organization observation that there is financial resource that owned by Indonesian people. MER-C organization is the actor movement and people of Indonesia as the basis of participant. The success of this social movement cannot be liberated from the mobilizing own resource. The one of this movement that mobilizing the participant gets the sources which is needed. This social movement actor also utilizes social media and Internet as one of tool to support the success of the movement. Social media and Internet are being used as a device to spread out the information at the same time it also used as a movement promotion tools.
