Abstract

Penelitian ini bertujuan untuk mengevaluasi program diklat yang diselenggarakan oleh Balai Pendidikan dan Pelatihan Kementerian Pekerjaan Umum dan Perumahan Rakyat Wilayah III Jakarta agar memiliki hasil evaluasi yang tidak subyektif. Peneliti mengambil salah satu program yang diselenggarakan yaitu Diklat Arsiparis Tingkat Ahli dengan menggunakan metode evaluasi CIPP (Context, Input, Procces, Product). Penelitian yang digunakan adalah penelitian kuantitatif dengan menggunakan metode survey. Pengumpulan data dilakukan dengan menggunakan teknik wawancara dan instrumen berupa angket tertutup terdiri dari indikator kompenen CIPP dengan 30 item pertanyaan. Responden dalam penelitian ini sebanyak 24 responden. Uji validitas terhadap 30 item pertanyaan diperoleh hasil sebesar 0.563 dikatakan valid dan uji reliabilitas sebesar 0.925. Nilai efektivitas program Diklat Arsiparis Tingkat Ahli ditinjau melalui model evaluasi CIPP (Context, Input, Process, Product) yang diperoleh pada dimensi konteks (Context) diadakannya diklat ini dengan indikator memenuhi tujuan dan kebutuhan dapat meningkatkan keterampilan staf arsiparis dalam mengelola arsip menurut responden 73% (Efektif) telah memenuhi kebutuhan tersebut. Dimensi masukan (Input) yang terdiri dari isi materi, kompetensi widyaiswara, sarana dan prasarana dapat mempermudah peserta dalam proses diklat, menurut responden 70% (Efektif). Dimensi proses (Process) dapat mempermudah peserta memahami materi yang diberikan dengan ketepatan penggunaan metode dan teknik pelatihan, serta alokasi waktu yang cukup untuk menyampaikan seluruh materi yang dibutuhkan menurut responden 78% (Efektif). Dimensi produk (Product) sangat bermanfaat untuk memenuhi proses pekerjaan dalam bidang pekerjaan menurut responden 73% (Efektif), serta menunjukan hasil kelulusan peserta sebesar 100%. Kesimpulan dari penelitian ini yaitu Diklat Arsiparis Tingkat Ahli di Balai Pendidikan dan Pelatihan Pekerjaan Umum dan Perumahan Rakyat Wilayah III Jakarta, Pasar Jumat-Jakarta Selatan telah berjalan dengan Efektif. This study aimed to evaluate the training program organized at Balai Pendidikan dan Pelatihan Kementerian Pekerjaan Umum dan Perumahan Rakyat Wilayah III Jakarta in order to have the evaluation results are not subjective. Researchers took a training program organized namely archivist expert level by using the evaluation methods CIPP (Context, Input, Process, Product). Study is a quantitative study using a survey method. The data collection is done by using the interview method and instrument in the form of closed questionnaire to collect data consisting of 30 items of the statement. The population in this study were 24 respondents. Test the validity of the 30 items of questions obtained yield was 0.563 as valid and reliability testing by 0925. The value of the program's effectiveness Training Archivists expert level is reviewed through an evaluation model CIPP (Context, Input, Process, Product) obtained in the dimensions of context (Context) holding of this training with the indicators meet the goals and needs can improve staff skills archivists manage records according to the respondents 73% (Effective) meets those needs. Dimension input (Input) consisting of content, the competence of lecturers, facilities and infrastructure to facilitate the participants in the training process, according to respondents 70% (effective). Dimensions processes (Process) to facilitate the participants to understand the material provided by the correct use training methods and techniques, as well as the allocation of sufficient time to convey all the materials needed by the respondents 78% (effective). Dimensions of the product (Product) was very helpful to meet the work processes in the field of work according to the respondents 73% (effective), and show the results of graduation of 100%. The conclusion from this research that archivists Expert Level Training at Balai Pendidikan dan Pelatihan Pekerjaan Umum dan Perumahan Rakyat Wilayah III Jakarta, Pasar Jumat-Jakarta Selatan has been running Effectively.
