Abstract

Penelitian ini dilaksanakan di SMP Islam Al-Azhar 8 Kemang Pratama Bekasi, yang bertujuan untuk mengetahui dan memperoleh gambaran mengenai Perencanaan Pengadaan Sarana dan Prasarana Pendidikan. Penelitian ini dilakukan pada Bulan Maret hingga Juni 2015. Pendekatan yang dilakukan adalah pendekatan kualitatif dengan metode deskriptif. Pengumpulan data dilakukan melalui wawancara, observasi, dan studi dokumentasi. Sumber data penelitian ini berasal dari informan kunci yaitu kepala sekolah dan kepala tata usaha, serta beberapa informan pendukung yaitu wakil kepala sekolah, staf tata usaha, guru IPA (laboran), pustakawan, komite, kepala accounting dan staf accounting Yayasan Waqaf Al-Muhajirien Jakapermai. Dari analisis data yang dilakukan menunjukkan bahwa perencanaan pengadaan sarana dan prasarana sekolah dimulai dari analisis kebutuhan, penentuan prioritas, penyusunan anggaran, dan pengusulan kebutuhan. Hasil dari penelitian ini menunjukkan bahwa proses perencanaan pengadaan yang dilakukan SMP Islam Al-Azhar 8 Kemang Pratama Bekasi adalah 1) analisis kebutuhan dengan menerima masukan kebutuhan, mengevaluasi kegiatan, mengecek data inventaris setiap satu tahun sekali, merangkum hasil analisis kebutuhan, menuangkan dalam Rencana Anggaran Pendapatan dan Belanja Sekolah (RAPBS). 2) Penentuan prioritas barang hanya menentukan kapan pembelian barang dilakukan, bukan menentukan barang yang dibeli dan tidak dibeli. 3) Perencanaan perolehan barang pinjam dilakukan dengan mengajukan surat permohonan peminjaman, perolehan barang dengan hibah dilakukan dengan mengajukan permohonan hibah, perolehan barang dengan cara beli dilakukan dengan menyimpulkan kebutuhan barang, mencari harga umum, dan menyusun rencana anggaran dalam RAPBS. 4) Pengusulan kebutuhan dilakukan dengan presentasi RAPBS, melakukan revisi, dan mengajukan pembelian barang. This study was conducted in SMP Islam Al-Azhar 8 Kemang Pratama Bekasi, which aims to know and to obtain an overview of planning education facility and infrastructure. This research was conducted in March until June 2015. This is conducted by the descriptive and qualitative approach. Data collection is done through interview, observation, and study documentation. A source of research data is derived from key informants the school principal and head of administrative, also several informants supporters is deputy head of school, administrative staff, science teacher, a librarian, the committee, the head of accounting and staff accounting Foundation Waqaf Al-Muhajirien. From an analysis of the data done show that planned school facilities and infrastructure started from an analysis of needs, , the determination of priorities, the establishment of the budget, and examination of the needs. The result of the research indicated that the planning process that done SMP Islam Al-Azhar 8 Kemang Pratama Bekasi is 1) needs analysis by receiving inputs necessity, evaluate activities, check inventory data once a year, sums up the results of the analysis necessity to pour in budget plan school income and expenditure (RAPBS). 2) The determination of priorities goods only to choose when purchase of goods was conducted not determining of the goods are bought and was not bought. 3) Planning its loan and goods be performed by submitting a request in borrowing, the acquisition of goods to the grant performed by submitting an application grants, publicly-listed of goods by means of exercised buy with concluded the needs of goods, looking for a public price, and put together a budget plan in the RAPBS. 4) Asking of needs, done with presentation RAPBS, do the revise, and make good purchasing.
