Abstract

Penelitian ini bertujuan untuk mengetahui seperti apa PKBM idaman warga belajar dilihat dari 5 standarisasi pengelolaan PKBM yang telah dikeluarkan oleh pemerintah No 32 tahun 2013 pasal 1, peraturan pemerintah No 19 tahun 2005, UU No 20 tahun 2003 pasal 1, peraturan pemerintah No 3 tahun 2008 dan PAUDNI. Standarisasi Pengelolaan dalam penelitian ini meliputi Standar Pendidik dan Tenaga Kependidikan, Standar Isi, Standar Proses, Standar Sarana dan Prasarana, Standar Penilaian. Melalui penelitian ini diharapkan warga belajar lebih menghargai keberadaan PKBM Negeri 21 Tebet, Jakarta Selatan serta lebih merasakan kehadiran PKBM di tengah – tengah masyarakat sebagai pengganti pendidikan formal. Penelitian ini dilakukan dengan pendekatan kuantitatif. Kuantitatif dilakukan untuk menghitung data dengan menggunakan rumus prosentase setelah itu data dideskripsikan untuk menjelaskan hal yang terjadi. Penelitian terhitung dari bulan Februari 2015 s.d. Mei 2015. Sampel penelitian ini adalah warga belajar PKBM Negeri 21 Tebet, Jakarta Selatan Paket B, C dan Masyarakat dengan jumlah 30 orang.Pengumpulan data pada penelitian ini menggunakan observasi, wawancara, dan angket. Teknik analisis data yang digunakan yaitu teknik analisis dengan menggunakan pendekatan kuantitatif dan deskriptif melalui rumus prosentase. Hasil penelitian yang didapatkan adalah ada beberapa poin dari 5 standar yang belum memenuhi standar pengelolaan. Poin yang belum terpenuhi yaitu belum terpenuhinya kualifikasi dan kompetensi tutor dalam mengajar, Rencana Pelaksanaan Pembelajaran (RPP), program PKBM, alat peraga, ruang keterampilan & sarana keterampilan, ruang belajar & sarana belajar, TBM, sarana pembelajaran, dan rapot. Kesimpulan dari penelitian ini adalah PKBM perlu memperbaiki kekurangan dari 5 standar pengelolaan agar sesuai dengan peraturan pemerintah dan PAUDNI sehingga bisa menjadi PKBM idaman warga belajar. This study aims to find out students desire from CLC learn viewed from 5 standardize the management that has been issued by the government No 32 of 2013, Article 1, government regulations No 19 of 2003 Article 1, laws No 20 of 2003 article 1, government regulations No 3 of 2008 and PAUDNI. Standardization Management in this study including Teachers standard and Educational Personnel, Standard Content, Processing Standards, Standards of Infrastructure, Standards of Assessment. Through this study are expected students to appreciate the existence of PKBM 21 Tebet, South Jakarta, and more feel the presence of CLC in the middle of the community as a substitute for formal education. This research was conducted with quantitative and qualitative descriptive approach. Quantitative performed to calculate the data by using a formula percentage after that the data is described to explain the things that happen. Research commencing from February 2015 to May 2015. The subjects of this study were students who learned at PKBM 21 Tebet, South Jakarta Paket B, C and Peoples by the number of 30 people. Collecting data in this study using observation, interviews, and questionnaires. Data analysis technique used is the technique of analysis using quantitative and descriptive approach through a percentage formula. Research results obtained is there are some points of the 5 standard that didn‟t meet it with management standards of PKBM. Points that aid not been fit and were the qualifications and competence of tutors in teaching, implementation plan learning, program PKBM, study room and learning tool, TBM, and raport. The conclusion of this study was PKBM need to improve the lack of 5 management standards to fit the goverment regulations and PAUDNI so that can be a PKBM dream of citizens learn.
