Abstract

Penelitian ini memiliki tiga tujuan utama. Pertama, mendeskripsikan pilihan rasional pemanfaatan dana bantuan pendidikan di masa pandemi Covid-19. Kedua, mendeskripsikan strategi ketahanan ekonomi keluarga sebagai suatu bentuk pilihan rasional oleh keluarga. Ketiga, mendeskripsikan implikasi pemanfaatan dana bidikmisi dalam ketahanan ekonomi keluarga di masa pandemi Covid-19 Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus. Data penelitian diperoleh melalui observasi, wawancara dan dokumentasi. Subjek penelitian terdiri dari 9 informan yang terdiri dari 4 mahasiswa bidikmisi FIS UNJ 2018 beserta masing-masing 1 orang perwakilan orang tua dari setiap mahasiswa tersebut sebagai informan utama, dan 1 orang penanggung jawab program bidikmisi/KIP-K UNJ sebagai triangulasi data. Penelitian dilakukan di kediaman informan yang berlokasi di beberapa wilayah (yaitu Jakarta, Bekasi, Depok dan Bogor), sejak Oktober 2021 sampai dengan Desember 2021. Hasil dari penelitian ini adalah: pertama, mahasiswa melakukan perubahan dalam pemanfaatan bantuan dana bidikmisi. Dana tidak lagi hanya dialokasikan untuk kebutuhan pendidikan, tetapi juga untuk pemenuhan kebutuhan keluarga selama terdampak pandemi Covid-19. Keputusan tersebut merupakan pilihan yang paling rasional dalam mencapai tujuan yaitu menjaga ketahanan ekonomi keluarga dengan tetap mempertimbangkan aturan yang ditetapkan program bidikmisi; Kedua, dalam mencapai tujuan, keluarga mengupayakan tiga strategi, yaitu keyakinan (yang mengutamakan kesehatan), pola organisasi (termasuk didalamnya faktor fleksibilitas, keterhubungan dan pemanfaatan sumber daya), serta komunikasi dalam pemecahan masalah; Ketiga, implikasi pemanfaatan dana bidikmisi berbeda-beda pada setiap keluarga, berdasarkan pada latar belakang ekonomi keluarga ketika terdampak. Keluarga dengan kerentanan ekonomi lebih besar dan akses terhadap sumber daya sosial ekonomi yang lebih terbatas, cenderung lebih banyak mengalih-fungsikan dana pendidikan bidikmisi menjadi sumber daya ekonomi selama pandemi Covid-19 berlangsung. ***** This research has three main objectives. First, it describes the rational choice of using education aid funds during the Covid-19 pandemic. Second, it describes the family's economic resilience strategy as a form of rational choice by the family. Third, it describes the implications of using bidikmisi funds in family economic resilience during the Covid-19 pandemic. This research uses a qualitative approach with a case study method. The research data are obtained through observation, interviews and documentation. The research subjects consisted of 9 informants consisting of 4 students of Bidikmisi FIS UNJ 2018 along with 1 representative of the parents of each student as the main informant, and 1 person in charge of the Bidikmisi program/KIP-K UNJ as data triangulation. The research was conducted at the informants' residences located in several areas (i.e. Jakarta, Bekasi, Depok and Bogor), from October 2021 to December 2021. The results of this study are: first, students make changes in the use of bidikmisi funding assistance. Funds are no longer only allocated for educational needs, but also to meet family needs during the Covid-19 pandemic. This decision is the most rational choice in achieving the goal of maintaining the economic resilience of the family while taking into account the rules set by the Bidikmisi program; Second, in achieving goals, families seek three strategies, namely belief (which prioritizes health), organizational patterns (including flexibility, connectedness and resource utilization factors), and communication in problem solving; Third, the implications of using bidikmisi funds are different for each family, based on the family's economic background when affected. Families with greater economic vulnerability and access to more limited socio-economic resources tend to convert Bidikmisi education funds more into economic resources during the Covid-19 pandemic.
