Abstract

Penelitian ini bertujuan untuk mengetahui bagaimana model yang tepat untuk diterapkan dalam pengembangan wisata di slum area RW 04 Kelurahan Manggarai secara berkelanjutan. Penelitian ini menggunakan metode kualitatif dengan analisis deskriptif, pengumpulan data dilakukan dengan cara studi literatur, wawancara mendalam, observasi, dan dokumentasi. Informan dalam penelitian ini terdiri dari 3 informan kunci dan 12 informan pendukung. Teknik analisis data yang digunakan yaitu analisis SWOT. Teknik analisis ini menunjukkan bahwa slum area RW 04 merupakan jenis wisata minat khusus dengan cultural attraction. Slum area RW 04 ini masih banyak memiliki kelemahan yang dapat diminimalisir dengan peluang wisata yang ada. Hasil penelitian menunjukkan bahwa model yang tepat untuk diterapkan dalam kondisi seperti ini ialah model pengembangan wisata menggunakan Divestment or Investment Strategy. Maka Divestment or Investment Strategy pada slum area RW 04 ini harus dikembangkan dengan melakukan investasi optimalisasi kemampuan sumber daya manusia. Kinerja pihak terkait dan masyarakat harus diberikan pelatihan untuk skill dan kreativitasnya. Kemudian pengembangan fasilitas umum dan spot wisata perlu dikedepankan agar menunjang proses wisata, misalnya penyediaan toilet umum, tempat sampah, homestay, tempat kuliner, tempat cenderamata, lahan parkir, dan fasilitas lain. Dapat pula mengadakan festival rakyat dengan unsur kebudayaan Betawi, penampilan seni, kreativitas masyarakat, kuliner, dan lainnya, yang bertujuan agar ada variasi wisata. Penerapan model pengembangan slum tourism dapat melibatkan beberapa pihak seperti pemerintah (kelurahan, RW, asosiasi kepariwisataan, asosiasi sosial, asosiasi kebersihan), akademisi (mahasiswa, dosen, peneliti), komunitas dan pelaku usaha (masyarakat), dan media untuk promosi. Perlu dibentuknya Kelompok Sadar Wisata di slum area RW 04 sehingga dapat terwujud wisata minat khusus yang sesuai dengan Sapta Pesona pariwisata Indonesia. Maka dapat disimpulkan bahwa ternyata slum area RW 04 dapat memenuhi beberapa unsur daya tarik wisata sesuai dengan prinsip Sapta Pesona. Namun, masih diperlukan adanya pengembangan dari sisi destinasi (atraksi dan fasilitas), skill sumber daya manusia, dan kegiatan pemasaran kepada calon wisatawan. Jika hal ini dikembangkan dengan baik, maka dapat memunculkan keunikan pengalaman berwisata di slum area RW 04 Kelurahan Manggarai yang berbeda dengan wisata jenis lainnya. ***** This study aims to find out how the right model to be applied in tourism development in the slum area of RW 04 Manggarai Village in a sustainable manner. This study uses qualitative methods with descriptive analysis, data collection is done by means of literature study, in-depth interviews, observation, and documentation. The informants in this study consisted of 3 key informants and 12 supporting informants. The data analysis technique used is SWOT analysis. This analysis technique shows that the slum area of RW 04 is a type of special interest tourism with cultural attraction. The slum area of RW 04 still has many weaknesses that can be minimized by existing tourism opportunities. The results of the study indicate that the right model to be applied in such conditions is the tourism development model using the Divestment or Investment Strategy. So the Divestment or Investment Strategy in the slum area of RW 04 must be developed by investing in optimizing human resource capabilities. The performance of related parties and the community must be given training for their skills and creativity. Then the development of public facilities and tourist spots needs to be prioritized in order to support the tourism process, for example the provision of public toilets, trash cans, homestays, culinary places, souvenir places, parking lots, and other facilities. It can also hold a folk festival with elements of Betawi culture, art performances, community creativity, culinary, and others, which aims to provide a variety of tours. The application of the slum tourism development model can involve several parties such as the government (kelurahan, RW, tourism associations, social associations, hygiene associations), academics (students, lecturers, researchers), communities and business actors (society), and media for promotion. It is necessary to form a Tourism Awareness Group in the slum area of RW 04 so that special interest tourism can be realized in accordance with the Sapta Pesona of Indonesian tourism. So it can be concluded that the slum area of RW 04 can fulfill several elements of tourist attraction in accordance with the principles of Sapta Pesona. However, there is still a need for development in terms of destinations (attractions and facilities), human resource skills, and marketing activities to potential tourists. If this is developed properly, it can create a unique experience of traveling in the slum area of RW 04, Manggarai Village, which is different from other types of tourism.
