Abstract

Penelitian ini bertujuan untuk menganalisis tingkat penggunaan dermaga (Berth Occupancy Ratio) pada dermaga Nusantara Lama Pelabuhan Pulau Baai Bengkulu dengan menggunakan metode kuantitatif pendekatan deskriptif, dalam pengumpulan data penelitian ini terbagi menjadi dua yaitu data primer dan data sekunder, dimana data primer yaitu diperoleh dari informan dengan cara mewawancarai dan juga observasi sedangkan data sekunder yang digunakan dalam penelitian ini adalah data arus kapal, waktu ikat tali dan lepas tali kapal bulan Januari sampai dengan Desember tahun 2022. Kemudian data tersebut diolah dengan menghitung menggunakan rumus dermaga tak terbagi yang mencakup Berth Occupany Ratio (BOR). Hasil perhitungan tersebut menunjukkan bahwa Berth Occupancy Ratio (BOR) di dermaga Nusantara Lama senilai 46,79 % yang mana nilai tersebut masih dinyatakan baik dalam Peraturan DIRJEN Perhubungan Laut tahun 2016 karena nilai masih dibawah <70%. Tetapi dalam UNCTAD (United Nation Conference on Trade and Development ) yaitu apabila nilai BOR dibawah dari <50% maka dinyatakan masih belum optimal atau kurangnya pemanfaatan sumber daya (under-utilization). Namun, berdasarkan realisasi kondisi lapangan menunjukkan fasilitas yang ada di dermaga Nusantara Lama masih belum dimanfaatkan secara optimal sumber dayanya (under-utilization). Oleh karena itu, masih banyak kapal yang sandar berhari-hari yang mengakibatkan waktu tunggu kapal giliran untuk sandar terbuang. ***** This study aims to analyze the level of use of the pier (Berth Occupancy Ratio) at the Old Nusantara pier of Pulau Baai Bengkulu using a descriptive quantitative method approach, in collecting data this research is divided into two, namely primary data and secondary data, where primary data is obtained from informants by interviewing and also observing while the secondary data used in this study is data on ship flow, time for tying and undocking from January to December 2022. Then the data is processed by calculating using the undivided wharf formula which includes the Berth Occupany Ratio (BOR). The results of these calculations show that the Berth Occupancy Ratio (BOR) at the Nusantara Lama wharf is valued at 46.79%, which value is still stated well in the 2016 DIRJEN Sea Transportation Regulations because the value is still below <70%. But in UNCTAD (United Nation Conference on Trade and Development), that is, if the BOR value is below <50%, it is stated that it is still not optimal or under-utilization. However, based on the realization of the field conditions, it shows that the existing facilities at the Nusantara Lama wharf are still not optimally utilized (under-utilization). Therefore, there are still many ships that dock for days which result in wasted waiting time for ships to dock.
