Abstract

Agung Albanjari, Kesadaran Hukum Masyarakat Dalam Melakukan Parkir Di Kawasan Pasar Cawang Kavling Pada Kelurahan Cipinang Cempedak. Skripsi. Jakarta : Program Studi Pendidikan Pancasila dan Kewarganegaraan, Fakultas Ilmu Sosial, Universitas Negeri Jakarta, 2023. Penelitian ini dilakukan dengan tujuan untuk memperoleh informasi mengenai alasan masyarakat melakukan parkir liar, pengetahuan dan pemahaman hukum masyarakat yang melakukan parkir serta upaya dari aparat penegak hukum dalam menertibkan parkir liar. Pendekatan yang dilakukan menggunakan kualitatif dengan metode deskriptif dengan teknik pengumpulan data melalu observasi, wawancara dan dokumentasi serta teknik analisis Miles dan Huberman. Informan pada penelitian ini terdiri dari tiga masyarakat yang melakukan parkir liar dan satu key informant yaitu Kasatpel Dishub Jatinegara. Hasil temuan penelitian didapatkan bahwa masyarakat melakukan parkir liar karena durasi kegiatan dan kebiasaan, masyarakat memiliki pengetahuan atas larangan parkir di bahu jalan namun tidak begitu mengetahui sanksi jika melanggar serta upaya yang dilakukan oleh Kasatpel Dishub Jatinegara mendorong pihak kelurahan agar membuat spanduk dilarang parkir karena jika hal tersebut tidak dilakukan atau tidak ada aduan dari masyarakat maka aparat tidak dapat melakukan penertiban. Peneliti memberikan implikasi agar aparat setempat secepatnya melakukan tindakan dalam penertiban aturan dalam berparkir di Pasar Cawang Kavling. Kesimpulan yang didapat adalah bahwa pelanggar parkir sebenarnya mengetahui dan memahami atas aturan parkir tetapi mereka enggan dalam menaati sehingga perlu diadakan penertiban dari aparat setempat. Jakarta: Pancasila and Civic Education Study Program, Faculty of Social Science, Jakarta State University, 2023 The research has the purpose to obtain information about the reasons society performs illegal parking, the knowledge and understanding from society in the legal of parking and the efforts of law enforcement officials to regulate illegal parking. The research approach is using qualitative with descriptive methods then data collection techniques through observation, interviews and documentation as well as using Miles and Huberman's analytical techniques. Informants in this research consisted of three people of society who did illegal parking and one key informant i.e the Head of Satpel Dishub Jatinegara. The results of the research showed that the society did illegal parking because of the duration of the activity and the habit, the society knew of the prohibition of parking on the road of the road but did not really know the sanctions for violating it. the efforts will do by the Head of Satpel Dishub Jatinegara to encourage the kelurahan to make banners about the parking ban because If that plan is not carried out or there are no complaints from the public, the apparatus cannot carry out enforcement. The researcher has implications for local officials to immediately take action in enforcing parking rules at the Pasar Cawang Kavling. The conclusion from the research is that parking violators actually know and understand the parking rules, but they are reluctant to do. Therefore there needs to be immediate action from the local authorities. Key Word: Law, Parking, Society
