Abstract

Pemerintah Provinsi DKI Jakarta terus berupaya untuk mewujudkan lingkungan kota yang sehat dan bersih dari sampah. Saat ini, Pemprov DKI Jakarta memiliki kegiatan pengelolaan sampah sebagai program strategis daerah, 3 (tiga) alternatif pengelolaan sampah yang ada diantaranya, yaitu: (1) Optimalisasi Tempat Pengelolaan Sampah Terpadu (TPST) Bantargebang, (2) Membangun fasilias pengolahan sampah dalam kota atau ITF (Intermediate Treatment Facility) dan (3) Pengelolaan Sampah Kawasan secara mandiri. Penelitian ini bertujuan memperoleh informasi (data) tentang penerapan metode Analytical Hierarchy Process (AHP) sebagai strategi pengelolaan sampah di Provinsi DKI Jakarta, dan menentukan prioritas model penanganan sampah yang paling optimal di Provinsi DKI Jakarta, dengan mempertimbangkan 4 (empat) kriteria, yaitu (1) Sosial, (2) Ekonomi, (3) Lingkungan dan (4) Teknis. Untuk membuat model hirarki dilakukan studi pustaka dan wawancara/ brainstorming kepada responden pakar/ ahli dalam masalah sampah sebagai sumber data. Kemudian membangun hirarki yang tersusun dari 4 (empat) level yang susunannya terdir dari; (1) Tujuan, (2) Kriteria, (3) Sub Kriteria dan (4) Alternatif. Hasil penelitian menunjukkan kriteria yang dianggap lebih penting adalah Lingkungan (nilai bobot 0,494), peringkat kedua yaitu Sosial (0,348), disusul Ekonomi (0,100) dan terakhir paling kecil adalah Teknis (0,058). Untuk alternatif strategi pengolahan sampah pembangunan ITF dianggap yang paling optimal (total nilai 0,669) disusul TPA Regional TPST Bantargebang (0,267), terakhir pengelolaan sampah kawasan (0,064). Sedangkan pada sub kriteria lingkungan yang prioritas adalah pencegahan pencemaran (0,633), perioritas untuk sub kriteria ekonomi yaitu investasi (0,643), prioritas sub kriteria sosial yakni penerimaan masyarakat (0,443), dan perioritas pada sub kriteria teknis adalah kesesuaian dengan timbulan dan karakeristik sampah dengan nilai (0,657). The Provincial Government of DKI Jakarta continues to strive to create a city environment that is healthy and clean from waste. Currently, DKI Jakarta Provincial Government has waste management activities as a regional strategic program, 3 (three) existing waste management alternatives, namely: (1) Optimizing the Bantargebang Integrated Waste Management Site (TPST), (2) Building waste processing facilities in the city or ITF (Intermediate Treatment Facility) and (3) Regional Waste Management independently. This study aims to obtain information (data) about the application of the Analytical Hierarchy Process (AHP) method as a waste management strategy in DKI Jakarta Province, and to determine the priority of the most optimal waste handling model in DKI Jakarta Province, taking into account 4 (four) criteria, namely ( 1) Social, (2) Economic, (3) Environmental and (4) Technical. To create a hierarchical model, literature study and interviews/brainstorming were carried out with expert respondents/experts in waste matters as data sources. Then build a hierarchy composed of 4 (four) levels whose composition consists of; (1) Objectives, (2) Criteria, (3) Sub Criteria and (4) Alternatives. The results showed that the criterion considered more important was Environment (weighted value 0.494), the second rank was Social (0.348), followed by Economic (0.100) and lastly the least was Technical (0.058). For alternative waste management strategies, the ITF construction was considered the most optimal (total value 0.669), followed by the Bantargebang TPST Regional TPA (0.267), finally regional waste management (0.064). Whereas for the environmental subcriteria the priority is pollution prevention (0.633), the priority for the economic sub-criteria is investment (0.643), the priority for the social sub-criteria is community acceptance (0.443), and the priority for the technical sub-criteria is conformity with waste generation and characteristics with value (0.657).
