Abstract

Tujuan penelitian ini adalah untuk mengetahui bagaimana pemahaman kesadaran hukum pada remaja mengenai kepatuhan hukum dalam berlalu lintas di Kecamatan Cikarang Barat, Bekasi. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Adapun partisipan yang terlibat dalam penelitian ini adalah 5 informan remaja yakni remaja di usia 14-21 tahun dan satu key informan yaitu ketua RT 005 RW 005 serta tiga informan pendukung yakni orangtua dari informan remaja. Kemudian temuan yang didapatkan dikonfirmasi oleh expert opinion yaitu anggota kepolisian. Proses pengumpulan data yang dilakukan yakni dengan cara observasi, wawancara dan teknik dokumentasi. Temuan penelitian ini menunjukan bahwa kondisi pemahaman remaja yang terbatas terhadap aturan lalu lintas yang mengakibatkan rendahnya tingkat kepatuhan remaja dalam berlalu lintas. Kurangnya pemahaman mendalam menyebabkan remaja melakukan pelanggaran yaitu sebagai berikut: Tidak memakai helm, melampaui batas kecepatan, dan membawa penumpang melebihi kapasitas. Kemudian dalam penelitian ini ditemukan bahwasannya teman sebaya dan media sosial memiliki dampak terhadap perilaku berkendara remaja. Pengaruh dari teman sebaya dan paparan konten di media sosial memperburuk situasi remaja dalam kurangnya kepatuhan terhadap aturan lalu lintas. Dalam menghadapi permasalahan ini, pendidikan dan aparat kepolisian memiliki pengaruh yang sangat penting. Kesimpulan yang diperoleh dalam penelitian ini remaja tidak mengetahui pentingnya aturan lalu lintas juga tidak mengetahui dengan baik batasan-batasan usia bagi remaja dalam mengendarai sepeda motor, keterbatasan pengetahuan tentang arti dari rambu-rambu lalu lintas, dan prinsip-prinsip keselamatan berkendara dan memiliki tingkat kepatuhan yang rendah terhadap aturan lalu lintas, karena banyaknya pelanggaran yang dilakukan seperti melanggar batas kecepatan, tidak menggunakan helm, bonceng lebih dari muatan, lawan arah dan lain sebagainnya. ***** The purpose of this research is to understand how teenagers comprehend legal awareness regarding understanding and compliance with traffic regulations in Cikarang Barat District, Bekasi. This research utilizes a qualitative approach with a descriptive method. The participants involved in this research are 5 teenage informants aged 14-21 years old and one key informant, the head of RT 005 RW 005, as well as three supporting informants, the parents of teenage informants. The findings obtained are confirmed by expert opinions from police officers. The data collection process is conducted through observation, interviews, and documentation techniques. The research findings indicate that the limited understanding of teenagers regarding traffic regulations leads to a low level of compliance with traffic rules. The lack of in-depth understanding causes teenagers to commit violations such as not wearing helmets, exceeding speed limits, and carrying passengers beyond capacity. Furthermore, this research finds that peers and social media have an impact on teenagers' driving behavior. The influence of peers and exposure to content on social media exacerbates teenagers' lack of compliance with traffic rules.In addressing this issue, the role of education and law enforcement is crucial. The conclusion obtained in this study is that adolescents are not aware of the importance of traffic rules and do not adequately understand the age limits for driving a motorcycle. They have limited knowledge of the meanings of traffic signs and the principles of driving safety, and they demonstrate a low level of compliance with traffic regulations. This is evident from the numerous violations committed, such as exceeding speed limits, not wearing helmets, carrying more passengers than allowed, driving against the direction of traffic, and other infractions.
