Abstract

Masalah pengelolaan sampah di Jakarta Selatan masih menjadi tantangan besar. Volume sampah yang meningkat seiring dengan pertumbuhan jumlah penduduk, banyaknya kasus pembuangan sampah sembarangan, serta berbagai permasalahan di Tempat Penampungan Sementara Sampah (TPS), masih menjadi masalah dalam pengelolaan sampah di Jakarta Selatan. Penelitian ini bertujuan untuk mengevaluasi kondisi Tempat Penampungan Sementara Sampah (TPS) eksisting di Jakarta Selatan, berfokus pada distribusi, jangkauan pelayanan, dan ketersediaan infrastruktur sesuai dengan peraturan pemerintah yang berlaku. Metode penelitian yang digunakan adalah deskriptif kuantitatif dengan pendekatan spasial. Hasil penelitian menunjukkan bahwa timbulan sampah tahunan di Jakarta Selatan mencapai 7.991.346,5 ton. Berdasarkan data BPS (2022), terdapat 189 TPS yang tersebar di seluruh wilayah Jakarta Selatan, meskipun masih terdapat area tidak terjangkau, yaitu di Kecamatan Cilandak. Berdasarkan data Sistem Informasi Pengelolaan Sampah Nasional (SIPSN), hanya 21 TPS yang memiliki data sampah masuk dan terkelola pada tahun 2023, yang mengelola sekitar 0,046% dari total timbulan sampah. Meskipun demikian, 21 TPS ini telah berhasil mencapai kondisi zero waste, di mana seluruh sampah yang diterima dapat diolah secara efisien tanpa sisa. Observasi lapangan menunjukkan bahwa dari 21 TPS yang tercatat, hanya 9 TPS yang berhasil diamati, dan hanya 2 TPS Menteng Atas dan Tebet Barat yang memenuhi kriteria Peraturan Gubernur DKI Jakarta No. 95 Tahun 2021. Variasi dalam fasilitas antar TPS disebabkan oleh perbedaan tipe TPS yang memengaruhi standar dan kebutuhan fasilitas. ***** The problem of waste management in South Jakarta is still a big challenge. The volume of waste that increases along with population growth, the number of cases of littering, as well as various problems in Temporary Waste Shelters, are still problems in waste management in South Jakarta. This study aims to evaluate the condition of existing Temporary Waste Shelters in South Jakarta, focusing on distribution, service coverage, and infrastructure availability in accordance with applicable government regulations. The research method used is descriptive quantitative with a spatial approach. The results showed that the annual waste generation in South Jakarta reached 7,991,346.5 tons. Based on BPS data (2022), there are 189 temporary waste shelters spread throughout South Jakarta, although there are still unreachable areas, namely in Cilandak District. According to the National Waste Management Information System (SIPSN), only 21 TPS have recorded data on incoming and managed waste for the year 2023, handling approximately 0.046% of the total waste generation. Nonetheless, these 21 Temporary Waste Shelters have managed to achieve a zero waste condition, where all waste received can be processed efficiently without residue. Field observations showed that out of the 21 temporary waste shelters recorded, only 9 temporary waste shelters were successfully observed, and only 2 temporary waste shelters in Menteng Atas and Tebet Barat met the criteria of DKI Jakarta Governor Regulation No. 95 of 2021. The variation in facilities between Temporary Waste Shelters is due to the different types of Temporary Waste Shelters that affect the standards and facility requirements.
