Abstract

Penelitian ini bertujuan untuk menggambarkan secara mendalam mengenai implementasi bantuan biaya pendidikan melalui Bantuan Pendidikan Masuk Sekolah (BPMS) di Kelurahan Ciracas. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Teknik pengumpulan data dilakukan dengan cara observasi, wawancara dengan informan yang menggunakan metode purposive sampling, dan dokumentasi. Teknis analisis data menggunakan model analisis Miles dan Huberman yaitu dengan reduksi data, penyajian data, dan penarikan kesimpulan. Hasil dari penelitian ini menunjukkan bahwa dalam implementasi BPMS terdapat beberapa tahapan, yaitu pengusulan, penyaluran, dan pertanggungjawaban. Tahapan-tahapan tersebut dilaksanakan secara sistematis berdasarkan pedoman dan standar kebijakan yang berlaku. Adapun faktor-faktor yang mempengaruhi implementasi BPMS dilihat melalui enam indikator dari Van Meter dan Van Horn, yaitu standar dan sasaran kebijakan, sumber daya, komunikasi antar organisasi, karakteristik agen pelaksana, kecenderungan pelaksana, dan kondisi ekonomi, sosial, dan politik. Dari aspek tersebut terdapat dua aspek yang belum sepenuhnya terpenuhi yaitu aspek sumber daya waktu, dimana ditemukan adanya keterlambatan dan ketidaksesuaian waktu penyaluran BPMS dengan jadwal yang telah ditentukan. Selain itu, dalam aspek komunikasi ditemukan adanya miskomunikasi antara pelaksana dengan sasaran kebijakan. ***** This research aims to provide an in-depth description of the implementation of education cost assistance through the School Entry Education Assistance (BPMS) in Ciracas Subdistrict. The research employs a qualitative approach with a descriptive method. Data collection techniques involved observation, interviews with informants using purposive sampling, and documentation. Data analysis techniques use the analytical model of Miles and Huberman, including data reduction, data display, and conclusion drawing. The results of the research show that the implementation of BPMS involves several stages: proposal, distribution, and accountability. These stages are systematically carried out based on existing policy guideline and standards. Factors influencing BPMS implementation were assessed using six indicators from Van Meter and Van Horn: policy standards and objectives, resources, inter-organizational communication, characteristics of implementing agents, implementer tendencies, and economic, social, and political conditions. From these aspects, two aspects were found to be inadequately fulfilled: time resources, where delays and mismatches in BPMS distribution timing were observed, and communication, where miscommunication between implementers and policy targets was identified.
