Abstract

Tujuan penelitian untuk mengevaluasi pengelolaan sampah di TPS 3R Rawa Badak Utara, Kecamatan Koja. Evaluasi ini penting dilakukan untuk mengetahui sejauh mana sistem pengelolaan sampah yang diterapkan sesuai dengan standar pengelolaan sampah yang berlaku berdasarkan lima aspek yaitu (1) peraturan, (2) kelembagaan, (3) teknis, (4) pembiayaan dan (5) partisipasi masyarakat. Penelitian menggunakan pendekatan kuantitatif deskriptif dengan teknik pengumpulan data melalui kuesioner yang disusun berdasarkan indikator dari SNI 3242:2008, SNI 19- 2454-2002, serta Petunjuk Teknis TPS 3R dari Kementerian PUPR, observasi, dan wawancara. Analisis data dilakukan dengan uji validitas dan reliabilitas terhadap instrumen skala Guttman, serta Indeks dari Petunjuk Teknis TPS 3R. Hasil evaluasi menunjukkan bahwa pengelolaan sampah di TPS 3R Rawa Badak Utara mendapatkan nilai 12,36 dengan kategori kurang. Aspek peraturan memperoleh skor 15,71 dan aspek teknis memperoleh skor 15,09 termasuk kategori sedang, menunjukkan bahwa dasar hukum dan sarana operasional TPS telah tersedia dan memadai. Sementara itu, aspek kelembagaan memperoleh skor 11,45, aspek pembiayaan memperoleh skor 9,41, dan partisipasi masyarakat memperoleh skor 10,71 berada pada kategori kurang, yang menandakan perlunya penguatan dalam sumber daya manusia, transparansi pengelolaan keuangan, dan keterlibatan masyarakat. Kata Kunci : Evaluasi, Pengelolaan Sampah, TPS 3R. ***** The purpose of the study was to evaluate waste management at TPS 3R Rawa Badak Utara, Koja District. This evaluation is important to determine the extent to which the waste management system implemented is in accordance with applicable waste management standards based on five aspects, namely (1) regulatory, (2) institutional, (3) technical, (4) financing and (5) community participation. The research used a descriptive quantitative approach with data collection techniques through a questionnaire prepared based on indicators from SNI 3242: 2008, SNI 19- 2454-2002, and the Technical Guidelines for TPS 3R from the Ministry of PUPR, observation, and interviews. Data analysis was conducted by validity and reliability tests on Guttman scale instruments, as well as the Index of TPS 3R Technical Guidelines. The evaluation results showed that waste management in TPS 3R Rawa Badak Utara received a score of 12.36 with a poor category. The regulatory aspect scored 15.71 and the technical aspect scored 15.09 including the medium category, indicating that the legal basis and operational facilities of TPS are available and adequate. Meanwhile, the institutional aspect scored 11.45, the financing aspect scored 9.41, and community participation scored 10.71 in the insufficient category, indicating the need for strengthening in human resources, financial management transparency, and community involvement.
