Abstract

Skripsi ini berjudul "Jakarta di Bawah Kepemimpinan Gubernur Tjokropranolo (1977–1982)" dan bertujuan untuk mendeskripsikan secara singkat profil Gubernur Tjokropranolo serta kebijakan-kebijakan yang dijalankan selama masa jabatannya, beserta dampaknya terhadap pembangunan kota dan kehidupan masyarakat Jakarta. Menggunakan metode deskriptif-naratif, penelitian ini menitikberatkan pada analisis terhadap upaya modernisasi dan penataan kota Jakarta selama periode 1977–1982. Gubernur Tjokropranolo, seorang tokoh militer dengan latar belakang kepemimpinan yang kuat, berupaya membangun Jakarta sebagai kota metropolitan melalui berbagai kebijakan seperti pembangunan pasar Inpres untuk menampung pedagang kaki lima, pembangunan rumah susun dan rumah rakyat bagi warga di bantaran kali, peningkatan upah buruh, pemberantasan becak dan oplet, peralihan ke moda transportasi mikrolet, serta upaya penanggulangan praktik perjudian. Penelitian ini menyimpulkan bahwa meskipun banyak kebijakan yang merupakan kelanjutan dari program pendahulunya, Gubernur Ali Sadikin, Tjokropranolo menunjukkan gaya kepemimpinan yang bijaksana dan terfokus pada keteraturan serta kesejahteraan masyarakat. Kepemimpinannya memberikan kontribusi penting dalam proses modernisasi dan penataan ibu kota negara. Kata Kunci: Tjokropranolo, Jakarta, kebijakan gubernur, modernisasi kota, pasar Inpres, transportasi, praktik judi. ***** This thesis is entitled"Jakarta Under the Leadership of Governor Tjokropranolo (1977–1982)"and aims to briefly describe the profile of Governor Tjokropranolo and the policies implemented during his term, along with their impact on urban development and the lives of the people of Jakarta. Using a descriptive-narrative method, this study focuses on analyzing efforts to modernize and organize Jakarta during the period 1977–1982. Governor Tjokropranolo, a military figure with a strong leadership background, attempted to develop Jakarta as a metropolitan city through various policies such as the construction of the Inpres market to accommodate street vendors, the construction of flats and public housing for residents along the riverbanks, increasing labor wages, eradicating becaks and oplets, switching to microbuses, and efforts to combat gambling practices. This study concludes that although many policies were continuations of the programs of his predecessor, Governor Ali Sadikin, Tjokropranolo demonstrated a wise leadership style and focused on order and public welfare.His leadership made an important contribution to the process of modernizing and organizing the nation's capital.
