Abstract
Abstrak Daya saing PT. DI di dunia internasional masih tertinggal dibandingkan negara�negara seperti Korea Selatan dan Turki, yang telah berhasil mengembangkan ekosistem industri pertahanan melalui transfer teknologi dan penguatan kapabilitas domestik. Tantangan utama PT. DI adanya keterbatasan dalam hal transfer teknologi, kapasitas manufaktur lokal, dan lemahnya integrasi lintas sektor. Penelitian ini bertujuan untuk menemukan model kemitraan strategis antara BPK dan PT. DI dalam mendukung peningkatan daya saing industri pertahanan nasional yang berkelanjutan. Penelitian ini menggunakan pendekatan kualitatif, strategi studi kasus, melibatkan teknik pengumpulan data melalui wawancara mendalam, studi dokumentasi, observasi terbatas, dan analisis tematik berbantuan perangkat lunak NVivo. Informan terdiri dari pejabat BPK, PT. DI, Kementerian Pertahanan, akademisi, praktisi dan pelaku industri pertahanan. Data yang diperoleh dianalisis dengan mengintegrasikan teori RBV, model kemitraan strategis Bryson, serta pendekatan evaluasi CIPP untuk membangun kerangka model berbasis data. Terhadap data dilakukan analisis tematik dengan coding pada aplikasi NVivo, analisis dalam matriks SWOT, dan penggunaan matriks IFAS/EFAS. Peluang dan tantangan dilihat dalam kerangka analisis SWOT sehingga teridentifikasi faktor-faktor kekuatan, kelemahan, peluang, dan ancaman Kemitraan Stratejik dari hasil analisis data. Hasil penelitian menemukan empat temuan utama: 1) Model NAS (Nexus of Accountability and Strategy) Kemitraan Strategis BPK dan PT.DI yang bertujuan meningkatkan TKDN dan integrasi rantai pasok global; 2) Model Dashboard digital sebagai inovasi tata kelola pemeriksaan berbasis data untuk mendorong efisiensi dan transparansi; dan 3) Roadmap peningkatan TKDN lima tahap hingga tahun 2050, yang disusun sebagai acuan implementatif peningkatan kemandirian produksi pertahanan nasional; 4) Sintesis Dimensi CIPP dan Dampak Strategis Berbasis Outcome Base Evaluation (OBE) Pelaksanaan Kemitraan. Kebaruan utama dari Penelitian ini adalah hadirnya Model NAS yang memposisikan BPK sebagai mitra strategis dalam sistem kemitraan lintas sektor industri pertahanan berbasis evaluasi outcome. Rekomendasi penelitian pada penguatan peran BPK sebagai mitra strategis dalam pemeriksaan berbasis evaluasi hasil, pemanfaatan teknologi Digital untuk audit dan koordinasi, serta pembentukan forum lintas sektor yang mendukung pembangunan ekosistem industri pertahanan nasional yang lebih mandiri dan kompetitif. Kata Kunci: Industri pertahanan, Model kemitraan, Roadmap TKDN. ******* Abstract The global competitiveness of PT. DI remains behind countries such as South Korea and TurKey, which have successfully developed robust defense industri ecosystems through effective technology transfer and the strengthening of domestic capabilities. PT. DI’s Key challenges include limitations in technology transfer, insufficient local manufacturing capacity, and weak cross-sectoral integration. This study aims to formulate a Strategic Partnership model between the Audit Board of Indonesia (BPK) and PT. DI to support the sustainable enhancement of national defense industri competitiveness. This research adopts a qualitative case study approach, employing data collection techniques such as in-depth interviews, document Analysis, limited observation, and thematic Analysis using NVivo software. Informants included officials from BPK, PT. DI, the Ministry of Defense, academics, practitioners, and Stakeholders within the defense industri. The data were analyzed through an integrated theoretical Framework comprising the RBV, Bryson’s Strategic Partnership model, and the CIPP Evaluation approach to construct a data-driven model. Thematic coding was conducted using NVivo, followed by SWOT Matrix Analysis and the use of IFAS/EFAS matrices. Opportunities and challenges were examined through SWOT Analysisto identify strengths, Weaknesses, opportunities, and Threats within the Strategic Partnership Framework based on empirical data. The study reveals four Key findings: The NAS Model (Nexus of Accountability and Strategy) representing the Strategic Partnership between BPK and PT. DI aimed at increasing domestic content (TKDN) and enhancing integration into the global supply chain; A Digital Dashboard Model as an Innovation in data-driven audit Governance to promote Efficiency and transparency; A five-phase TKDN Roadmap up to 2050, serving as an implementable guidealine to strengthen national defense Production self-reliance; and A synthesis of the CIPP Evaluation dimensions with outcome-based Strategic impacts (OBE) in Partnership implementation. The main novelty of this dissertation lies in the introduction of the NAS Model, which positions BPK as a Strategic partner within a cross-sectoral Partnership system in the defense industri based on Outcome-Based Evaluation. The study recommends strengthening BPK’s role as a Strategic partner through outcome-based audit Evaluations, the adoption of Digital technologies for auditing and coordination, and the establishment of cross-sectoral forums to support the development of a more autonomous and competitive national defense industri ecosystem.
