Abstract

Penelitian ini bertujuan untuk menganalisis peran kader PKK sebagai fasilitator dalam peningkatan partisipasi masyarakat terhadap kegiatan pra koperasi di Kelurahan Lubang Buaya, mengidentifikasi hambatan yang dihadapi kader dalam penjalankan peran tersebut, serta menggambarkan pelaksanaan kegiatan koperasi di wilayah Lubang Buaya. Penelitian ini menggunakan pendekatan kualitatif deskriptif. Teknik pengumpulan data dilakukan melalui wawancara, observasi, dan dokumentasi. Hasil penelitian menujukkan bahwa peran kader PKK telah berperan sebagai fasilitator dalam beberapa aspek menurut teori fasilitator yang disampaikan oleh Mardikanto yaitu edukasi, diseminasi inovasi, fasilitasi, konsultasi, advokasi, supervisi, serta pemantauan dan evaluasi. Namun, pelaksanaan peran tersebut masih terbatas pada penyampaian informasi dan koordinasi administratif, belum maksimal dalam aspek pendampingan teknis dan pemberdayaan masyarakat secara berkelanjutan. Hambatan utama yang dihadapi kader meliputi keterbatasan anggota, keterbatasan kemampuan teknis, rendahnya pemahaman dan kepercayaan masyarakat terhadap koperasi, serta belum optimalnya koordinasi antar pihak terkait. Oleh karena itu, masih sangat diperlukan peningkatan kapasitas kader PKK melalui pelatihan fasilitasi dan juga manajemen koperasi, serta pengembangan strategi inovatif untuk menumbuhkan partisipasi aktif masyarakat dalam kegiatan koperasi sebagai upaya pemberdayaan ekonomi keluarga. Kata kunci: Kader PKK, Fasilitator, Partisipasi, Koperasi, Pemberdayaan Masyarakat. ***** This study aims to analyze the role of PKK (Family Welfare Empowerment) cadres as facilitators in increasing community participation in pre-cooperative activities in Lubang Buaya Subdistrict, to identify the obstacles faced by cadres in carrying out this role, and to describe the implementation of cooperative activities in the area. This research employed a qualitative descriptive approach. Data were collected through interviews, observations, and documentation. The results show that PKK cadres have acted as facilitators in several aspects according to the facilitation theory proposed by Mardikanto, including education, innovation dissemination, facilitation, consultation, advocacy, supervision, as well as monitoring and evaluation. However, the implementation of these roles remains limited to information delivery and administrative coordination, and has not yet been maximized in terms of technical assistance and continuous community empowerment. The main obstacles faced by cadres include limited technical capacity, low public understanding and trust in cooperatives, and the lack of optimal coordination among related stakeholders. Therefore, it is necessary to strengthen the capacity of PKK cadres through facilitation and cooperative management training, as well as to develop innovative strategies to foster active community participation in cooperative activities as an effort to empower family economies.
