Abstract

Penelitian ini bertujuan meningkatkan efisiensi rumah sakit (RS) Badan Layanan Umum (BLU) agar berdampak positif terhadap kualitas layanan kesehatan masyarakat, sejalan dengan Tujuan Pembangunan Berkelanjutan (SDGs) poin “Kesehatan dan Kesejahteraan yang Baik”. Penelitian juga menganalisis kinerja RS BLU pascapandemi COVID-19 dan faktor-faktor yang mempengaruhi efisiensinya. Obyek penelitian meliputi 96 RS BLU dengan periode 2022–2024. Metode analisis yang digunakan adalah Data Envelopment Analysis (DEA), Malmquist Productivity Index (MPI), dan regresi Tobit. Variabel input mencakup tenaga medis, tenaga kesehatan, tenaga pendukung, jumlah tempat tidur, total belanja, serta dana rupiah murni. Variabel output meliputi jumlah pasien rawat inap, rawat jalan, IGD, dan pendapatan operasional. Faktor penentu efisiensi yang diuji meliputi kuantitas pelayanan BPJS, Bed Occupancy Rate (BOR), literasi keuangan pimpinan, PDRB per kapita, tingkat rumah sakit, dan jumlah rumah sakit. Analisis dilakukan pada tiga model: efisiensi layanan, efisiensi keuangan, dan rasio POBO. Hasil penelitian menunjukkan bahwa kuantitas pelayanan BPJS, BOR, PDRB per kapita, dan tingkat rumah sakit berpengaruh terhadap efisiensi RS BLU. Implikasi kebijakan meliputi: (1) pengembangan layanan unggulan untuk peningkatan pendapatan; (2) efisiensi biaya operasional dan tenaga non-medis; (3) integrasi rantai pasok farmasi; (4) penerapan dashboard efisiensi berbasis DEA dan MPI; (5) penguatan unit keuangan serta tim klaim BPJS; dan (6) program capacity building rutin terkait literasi keuangan dan manajemen rumah sakit. ***** This study aims to improve the efficiency of Public Service Agency (BLU) hospitals to positively impact the quality of public health services, in line with the Sustainable Development Goals (SDGs) point "Good Health and Well-Being." The study also analyzes the performance of BLU hospitals post-COVID-19 pandemic and the factors that influence their efficiency. The research objects include 96 BLU hospitals for the period 2022–2024. The analysis methods used are Data Envelopment Analysis (DEA), Malmquist Productivity Index (MPI), and Tobit regression. Input variables include medical personnel, health workers, support staff, number of beds, total expenditure, and pure rupiah funds. Output variables include the number of inpatients, outpatients, emergency department (ER), and operational income. The determinants of efficiency tested include the quantity of BPJS services, Bed Occupancy Rate (BOR), financial literacy of leaders, GRDP per capita, hospital level, and number of hospitals. The analysis was conducted on three models: service efficiency, financial efficiency, and POBO ratio. The results showed that the quantity of BPJS services, BOR, GRDP per capita, and hospital level iinfluenced the efficiency of BLU hospitals. Policy implications include: (1) development of superior services to increase revenue; (2) efficiency of operational costs and non-medical personnel; (3) integration of the pharmaceutical supply chain; (4) implementation of efficiency dashboards based on DEA and MPI; (5) strengthening the financial unit and BPJS claims team; and (6) routine capacity building programs related to financial literacy and hospital management.
