Abstract
Penelitian ini bertujuan untuk mengkaji dinamika historis perkembangan kelembagaan BAZIS DKI Jakarta selama lima dekade, menelusuri evolusinya dari era Orde Baru hingga era Reformasi Zakat. Sebagai pelopor pengelolaan zakat kolektif di Indonesia, lembaga ini menjadi mikrokosmos relasi antara negara dan agama. Metode yang digunakan dalam penelitian ini adalah metode historis melalui tahapan heuristik, kritik, interpretasi, dan historiografi, penelitian ini membedah respons adaptif lembaga terhadap perubahan rezim politik dan hukum. Hasil penelitian menunjukkan bahwa BAZIS DKI berevolusi melalui tiga fase krusial. Pertama, fase hegemoni Orde Baru (1968–1999) di mana lembaga menikmati privilese birokrasi dan mobilisasi dana top-down. Kedua, fase kompetisi (1999-2011) yang memaksa lembaga melakukan modernisasi manajemen demi bersaing dengan lembaga zakat swasta pasca-Reformasi. Ketiga, fase sentralisasi (2011-2019) yang diwarnai ketegangan tarik-menarik kepentingan antara otonomi daerah dan regulasi pusat (UU No. 23 Tahun 2011), yang berujung pada transformasi menjadi BAZNAS (BAZIS) Provinsi DKI Jakarta. Penelitian menyimpulkan bahwa kunci keberhasilan BAZIS DKI Jakarta melintasi zaman adalah ketahanan kelembagaan untuk beradaptasi dari instrumen birokrasi negara menjadi simpul kolaborasi publik yang modern tanpa kehilangan akar sejarah lokalnya. ***** This study aims to examine the historical dynamics of the institutional development of BAZIS DKI Jakarta over five decades, tracing its evolution from the New Order era to the Zakat Reform era. As a pioneer of collective zakat management in Indonesia, this institution serves as a microcosm of the relationship between the state and religion. Using the historical method through the stages of heuristics, criticism, interpretation, and historiography, this study dissects the institution's adaptive responses to changes in political and legal regimes. The results indicate that BAZIS DKI evolved through three crucial phases. First, the New Order hegemonic phase (1968–1999), where the institution enjoyed bureaucratic privileges and top-down fund mobilization. Second, the competition phase (1999– 2011), which forced the institution to modernize its management to compete with private zakat institutions post-Reformation. Third, the centralization phase (2011– 2019), marked by tensions between regional autonomy and central regulation (Law No. 23 of 2011), culminating in the transformation into BAZNAS (BAZIS) of DKI Jakarta Province. The study concludes that the key to BAZIS DKI's success across eras is its institutional resilience to metamorphose from a state bureaucratic instrument into a modern public collaboration hub without losing its local historical roots.
