Abstract

Penelitian ini memiliki 3 tujuan utama, Pertama, untuk mendeskripsikan Konteks Sosial Historis Program Jakpreneur di Kecamatan Pasar Rebo. Kedua, untuk mendeskripsikan Proses Pemberdayaan Masyarakat Pada Pelaku UMKM Di Kecamatan Pasar Rebo oleh Jakpreneur. Ketiga, untuk mendeskripsikan Analisis program pemberdayaan masyarakat pada pelaku UMKM di Kecamatan Pasar Rebo menggunakan Teori Pemberdayaan Masyarakat Jim Ife. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus. Data penelitian diperoleh melalui observasi, wawancara, dokumentasi dan studi pustaka. Subjek penelitian ini adalah sebanyak 10 informan yaitu diantaranya 1 orang kepala satuan pelaksana dan 7 orang pengurus Jakpreneur Kecamatan Pasar Rebo, 3 UMKM binaan dengan kategori usaha kuliner, fashion dan craft sebagai penerima kegiatan pemberdayaan. Lokasi penelitian ini dilakukan di Ruang Jakpreneur yang berada di dalam kantor Kecamatan Pasar Rebo, Jakarta Timur. Pelaksanaan penelitian dimulai pada November 2024 sampai Oktober 2025. Hasil penelitian menunjukkan bahwa proses pemberdayaan UMKM melalui program Jakpreneur di Kecamatan Pasar Rebo dilaksanakan melalui berbagai kegiatan pembinaan, seperti pelatihan, pendampingan usaha, perizinan, pemasaran, pelaporan keuangan, dan permodalan. UMKM binaan secara aktif mengikuti kegiatan yang diselenggarakan menunjukkan adanya ruang partisipasi yang diberikan kepada UMKM dalam proses pemberdayaan. Namun demikian, jika dianalisis lebih jauh dalam perspektif Jim Ife, bentuk partisipasi tersebut masih cenderung berada pada level partisipasi instrumental. Program ini berperan penting dalam meningkatkan kapasitas dan akses UMKM di tingkat daerah, tetapi belum mampu menyelesaikan persoalan ketidakberdayaan struktural secara menyeluruh. Kondisi ini mencerminkan keterbatasan program pemberdayaan lokal dalam menghadapi struktur ekonomi yang bersifat sistemik. ***** This study has three main objectives: first, to describe the socio-historical context of the Jakpreneur program in Pasar Rebo District. Second, to describe the process of community empowerment among MSMEs in Pasar Rebo District by Jakpreneur. Third, to describe the analysis of the community empowerment program for MSMEs in Pasar Rebo District using Jim Ife's Community Empowerment Theory. This study used a qualitative approach with a case study method. Data were obtained through observation, interviews, documentation, and literature review. The subjects of this study were 10 informants: one head of the implementing unit and seven Jakpreneur administrators in Pasar Rebo District, along with three fostered MSMEs in the culinary, fashion, and craft sectors as recipients of the empowerment program. The research took place in the Jakpreneur Room within the Pasar Rebo District office, East Jakarta. The research was conducted from November 2024 to October 2025. The results indicate that the MSME empowerment process through the Jakpreneur program in Pasar Rebo District was implemented through various coaching activities, such as training, business mentoring, licensing, marketing, financial reporting, and capital. The actively participated MSMEs in the activities demonstrated the opportunity for participation in the empowerment process. However, upon further analysis from Jim Ife's perspective, this participation still tends to be instrumental. This program plays a significant role in increasing the capacity and access of MSMEs at the regional level, but has not been able to comprehensively address the issue of structural powerlessness. This reflects the limitations of local empowerment programs in addressing systemic economic structures.
