Abstract

Peningkatan arus peti kemas impor di Pelabuhan Tanjung Priok memberikan tekanan terhadap kinerja pelabuhan, khususnya terkait dwelling time dan efisiensi distribusi ke wilayah hinterland. Cikarang Dry Port (CDP) dikembangkan sebagai pelabuhan darat untuk mendukung kelancaran arus logistik melalui integrasi moda transportasi darat. Namun, efektivitas peran CDP sangat dipengaruhi oleh pemilihan moda pengangkutan yang tepat pada rute Tanjung Priok - Cikarang. Penelitian ini bertujuan untuk menganalisis pemilihan moda pengangkutan peti kemas impor menggunakan metode Analytical Hierarchy Process (AHP) guna menentukan moda yang paling optimal. Kriteria yang digunakan dalam penelitian ini meliputi biaya 0,280, waktu tempuh 0,140, keandalan 0,340, kapasitas 0,050, dan keamanan 0,190, dengan alternatif moda angkutan berupa truk dan kereta api. Data diperoleh melalui wawancara dan kuesioner kepada responden yang berkompeten di bidang operasional logistik CDP. Metode AHP digunakan untuk menentukan bobot prioritas setiap kriteria dan alternatif melalui perbandingan berpasangan serta uji konsistensi. Hasil penelitian menunjukkan bahwa kriteria biaya dan waktu tempuh memiliki pengaruh dominan dalam pemilihan moda pengangkutan. Berdasarkan nilai bobot akhir, moda kereta api memiliki bobot dengan nilai 5,630 dinilai lebih optimal dibandingkan moda truk sebesar 4,370 dalam mendukung efisiensi distribusi peti kemas impor pada rute Tanjung Priok - Cikarang. Penelitian ini diharapkan dapat menjadi dasar pengambilan keputusan dalam optimalisasi pemanfaatan CDP serta peningkatan efisiensi sistem logistik secara berkelanjutan. ***** The increasing volume of imported container traffic at Tanjung Priok Port has exerted substantial pressure on port performance, particularly in terms of dwelling time and hinterland connectivity efficiency. To address these challenges, Cikarang Dry Port (CDP) was developed as an inland port aimed at enhancing intermodal freight transport and facilitating the distribution of containers to the industrial hinterland. However, the effectiveness of CDP operations is strongly dependent on the selection of an optimal inland transportation mode along the Tanjung Priok - Cikarang corridor. This study aims to evaluate and determine the most efficient transportation mode for imported container movements using the Analytical Hierarchy Process (AHP) as a multi-criteria decision-making approach. The evaluation criteria include transportation cost (0.280), transit time (0.140), reliability (0.340), capacity (0.050), and cargo security (0.190). The alternative modes assessed in this study are road freight transport (truck) and rail freight transport. Primary data were obtained through structured interviews and questionnaire surveys involving logistics and operational experts at Cikarang Dry Port. Pairwise comparison matrices and consistency ratio tests were applied to derive priority weights for each criterion and alternative. The results indicate that reliability and transportation cost are the most influential criteria in the selection of inland freight transport modes. Based on the overall priority scores, rail freight transport, with a total score of 5.630, is identified as the most optimal mode compared to road freight transport, which obtained a score of 4.370. Rail transport demonstrates superior performance in supporting efficient and sustainable imported container distribution along the Tanjung Priok - Cikarang corridor. The findings of this study provide valuable insights for policymakers and logistics stakeholders in optimizing dry port utilization and improving the efficiency of intermodal freight transportation systems.
