Abstract

Penelitian ini bertujuan untuk mengeksplorasi bagaimana pemerintah melakukan penertiban penduduk ilegal, serta menganalisis praktik ruang dalam penertiban penduduk di kawasan TPU Menteng Pulo. Pendekatan konsep praktik ruang yang dikembangkan oleh Henri Lefebvre digunakan sebagai kerangka analisis untuk memahami praktik sosio-spasial yang terjadi dalam penertiban penduduk ilegal. Metode penelitian yang digunakan dalam penelitian ini adalah metode kualitatif dengan pendekatan studi kasus. Teknik pengumpulan data mencakup wawancara, observasi, dokumentasi, serta penelusuran sumber-sumber yang berasal dari internet, perpustakaan, dan penelitian terdahulu yang relevan dengan topik praktik ruang dalam penertiban penduduk ilegal. Wawancara dilaksanakan dengan tujuh informan yang berpartisipasi langsung dalam penertiban penduduk ilegal. Proses penelitian dilakukan secara langsung di TPU Menteng Pulo II & instansi terkait, dengan periode penelitian yang berlangsung dari Februari hingga Juni 2025. Hasil penelitian menunjukkan bahwa dalam penertiban terdapat keterlibatan aktor, mulai dari Pemerintah Daerah, Pengelola Pemakaman, hingga Kelurahan. Upaya penertiban dilakukan melalui himbauan dan sosialisasi. Namun, proses penertiban tetap memiliki kendala dan tantangan, seperti keterbatasan pemerintah dalam melakukan relokasi. Dengan demikian, praktik spasial dalam penertiban terjadi sebagai upaya penduduk ilegal memperjuangkan ruang permukiman, sedangkan pemerintah mempertahankan aset atas kebutuhan lahan pemakaman. Maka perbedaan kepentingan tersebut memunculkan kontestasi serta kondisi yang dinamakan sebagai keadaan pengecualian. ***** This study aims to explore how the government regulates illegal residents and analyze spatial practices in regulating residents in the Menteng Pulo cemetery area. Henri Lefebvre's concept of spatial practices is used as an analytical framework to understand the socio-spatial practices that occur in regulating illegal residents. The research method used in this study was qualitative with a case study approach. Data collection techniques included interviews, observation, documentation, and searching for sources from the internet, libraries, and previous studies relevant to the topic of spatial practices in the control of illegal residents. Interviews were conducted with seven informants who were directly involved in the control of illegal residents. The research process was carried out directly at the Menteng Pulo II Public Cemetery and related agencies, with the research period lasting from February to June 2025. The results of the study show that there are various actors involved in the control process, ranging from the local government, cemetery managers, to the sub-district office. Regulation efforts are carried out through appeals and socialization. However, the regulation process still faces obstacles and challenges, such as the government's limitations in carrying out relocation. Thus, spatial practices in regulation occur as illegal residents fight for residential space, while the government maintains its assets for cemetery land needs. These differences in interests give rise to contestation and a condition known as a state of exception.
