Abstract

Wilayah Stasiun Pasar Minggu digunakan oleh berbagai aktor kepentingan dengan fungsi yang berbeda-beda, baik sebagai sarana mobilitas atau ekonomi. Akhirnya dilakukan sebuah revitalisasi yang menciptakan perubahan dalam aturan penggunaan ruang yang berdampak pada pergeseran hak dan akses bagi para pengguna ruang, termasuk PKL. Penelitian ini bertujuan untuk memahami transformasi ruang publik yang terjadi pasca revitalisasi Stasiun Pasar Minggu. Penelitian ini berusaha menggali keadaan yang terjadi pada sektor informal pedagang kaki lima di wilayah stasiun kereta api Pasar Minggu akibat pembangunan kota, baik dari proses accumulation by dispossession sampai kepada ketidakadilan spasial dan gentrifikasi ruang. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus. Penelitian dilakukan dengan melakukan observasi, wawancara, dan dokumentasi sejak bulan April 2025 hingga Maret 2026. Lokasi penelitian berada di pintu Keluar/Masuk Stasiun Pasar Minggu sampai dengan bawah JPO Pasar Minggu. Informan penelitian terdiri atas enam PKL yang terbagi dalam kategori menetap, semi menetap, dan berkeliling, serta pihak Stasiun Pasar Minggu, karyawan kios, dan Satpol PP Pejaten Timur. Penelitian ini menggunakan teknik analisis data dengan pendekatan kualitatif, yaitu reduksi data, penyajian data, dan penarikan kesimpulan dengan triangulasi data Kepala Satpol PP Pejaten Timur. Hasil penelitian menguraikan bahwa kawasan Stasiun Pasar Minggu merupakan ruang sosial ekonomi yang mempertemukan berbagai kepentingan, baik kepentingan mobilitas, perdagangan formal, maupun aktivitas ekonomi informal. Revitalisasi stasiun menghasilkan ruang yang lebih tertata, modern, dan terintegrasi dengan sistem transportasi perkotaan. Namun, di balik perubahan tersebut terjadi proses accumulation by dispossession yang ditandai dengan berkurangnya akses PKL terhadap ruang usaha yang sebelumnya mereka manfaatkan. Revitalisasi mendorong transformasi ruang dari ruang yang bersifat informal menjadi ruang yang lebih formal dan berorientasi pada kepentingan ekonomi serta mobilitas. Kondisi ini menimbulkan ketidakadilan spasial karena manfaat pembangunan tidak dirasakan secara merata oleh seluruh pengguna ruang. Selain itu, muncul gejala gentrifikasi ruang yang ditandai dengan meningkatnya nilai ekonomi kawasan dan bergesernya kelompok ekonomi informal dari ruang-ruang strategis yang sebelumnya menjadi sumber penghidupan mereka. Dengan demikian, revitalisasi Stasiun Pasar Minggu tidak hanya merupakan proses pembangunan fisik, tetapi juga proses produksi ulang ruang yang mengubah relasi sosial, ekonomi, dan akses masyarakat terhadap ruang perkotaan. ***** The Pasar Minggu Station area is used by various stakeholders for different purposes, whether for transportation or economic activities. Ultimately, a revitalization project was carried out, creating changes in the rules governing the use of space that have impacted the rights and access of space users, including street vendors. This study aims to understand the transformation of public space that occurred following the revitalization of Pasar Minggu Station. This study seeks to explore the conditions affecting the informal street vendor sector in the Pasar Minggu train station area as a result of urban development, ranging from the process of “accumulation by dispossession” to spatial injustice and gentrification. This study employs a qualitative approach using the case study method. The research was conducted through observation, interviews, and documentation from April 2025 to March 2026. The research location spans from the entrance/exit of Pasar Minggu Station to the area beneath the Pasar Minggu pedestrian overpass. Research informants consisted of six street vendors categorized as permanent, semi-permanent, and itinerant, as well as representatives from Pasar Minggu Station, kiosk employees, and the Pejaten Timur Public Order Agency (Satpol PP). This study employed a qualitative data analysis approach, specifically data reduction, data presentation, and concluding data triangulation with the Head of the Pejaten Timur Public Order Agency (Satpol PP). The research findings reveal that the Pasar Minggu Station area is a socio-economic space where various interests converge, including mobility, formal trade, and informal economic activities. The station’s revitalization has resulted in a more organized, modern space that is integrated with the urban transportation system. However, behind these changes lies a process of “accumulation by dispossession,” characterized by a reduction in street vendors’ access to the business spaces they previously utilized. The revitalization has driven the transformation of the space from an informal setting to a more formal one oriented toward economic interests and mobility. This situation has led to spatial injustice, as the benefits of development are not felt equally by all users of the space. In addition, signs of gentrification have emerged, characterized by rising economic values in the area and the displacement of informal economic groups from strategic spaces that were previously their sources of livelihood. Thus, the revitalization of Pasar Minggu Station is not only a process of physical development but also a process of the reproduction of space that alters social and economic relations, as well as the public’s access to urban space.
