Abstract

Penelitian ini dilatarbelakangi oleh masih terbatasnya pemerataan akses masyarakat terhadap fasilitas kesehatan tingkat pertama di kawasan permukiman kumuh Jakarta Utara. Penelitian ini bertujuan untuk menganalisis tingkat keterjangkauan fasilitas kesehatan tingkat pertama pada kawasan permukiman kumuh kategori sedang dan berat di Jakarta Utara. Metode yang digunakan adalah pendekatan deskriptif kuantitatif berbasis Sistem Informasi Geografis (SIG) dengan teknik Network Analysis. Unit analisis mencakup 25 RW permukiman kumuh di Jakarta Utara berdasarkan data Dinas Perumahan Rakyat dan Kawasan Permukiman (DPRKP) Provinsi DKI Jakarta Tahun 2022. Analisis dilakukan menggunakan metode Service Area untuk mengetahui cakupan pelayanan fasilitas kesehatan dan Closest Facility untuk mengidentifikasi fasilitas kesehatan terdekat berdasarkan jaringan jalan. Evaluasi keterjangkauan mengacu pada SNI 03-1733-2004 berdasarkan radius pencapaian pelayanan dengan mempertimbangkan indikator jarak dan waktu tempuh. Hasil penelitian menunjukkan bahwa keterjangkauan menuju puskesmas tergolong sangat terjangkau (71,46%), sedangkan klinik (37%) dan apotek (32,15%) masih menunjukkan ketimpangan distribusi. Berdasarkan hasil penelitian, keterjangkauan fasilitas kesehatan pada kawasan permukiman kumuh di Jakarta Utara secara umum telah berada pada kategori sedang (terjangkau), terutama terhadap layanan puskesmas. Namun, pemerataan akses terhadap klinik dan apotek masih perlu ditingkatkan melalui pemerataan distribusi fasilitas kesehatan serta perbaikan aksesibilitas jaringan jalan guna mendukung jangkauan pelayanan kesehatan yang lebih merata dan optimal di kawasan permukiman kumuh Jakarta Utara. ***** This study is motivated by the limited equitable access to primary healthcare facilities in slum settlements in North Jakarta. The study aims to analyze the accessibility of primary healthcare facilities in moderate and severe slum settlements in North Jakarta. The research employed a quantitative descriptive approach based on Geographic Information Systems (GIS) using the Network Analysis technique. The unit of analysis consisted of 25 neighborhood units (RW) of slum settlements in North Jakarta, based on data from the Department of Housing and Settlement Areas (DPRKP) of the DKI Jakarta Provincial Government in 2022. The analysis was conducted using the Service Area method to determine the service coverage of healthcare facilities and the Closest Facility method to identify the nearest healthcare facilities based on the existing road network. Accessibility was evaluated according to the Indonesian National Standard (SNI 03-1733-2004) by considering the service radius as well as distance and travel time indicators. The results indicate that accessibility to community health centers (puskesmas) is classified as highly accessible (71.46%), while clinics (37%) and pharmacies (32.15%) still exhibit unequal spatial distribution. Overall, the accessibility of healthcare facilities in slum settlements in North Jakarta falls within the moderately accessible category, particularly for community health centers. However, access to clinics and pharmacies still requires improvement through a more equitable distribution of healthcare facilities and enhanced road network accessibility to support more equitable and optimal healthcare services in slum settlements in North Jakarta.
