Abstract

Penelitian ini bertujuan untuk mengkaji pengaruh antara Pendidikan, Rasio Belanja Modal, dan Pekerja Informal terhadap Tingkat Kemiskinan di Kabupaten/Kota Provinsi Nusa Tenggara Timur dengan Pandemi COVID-19 sebagai variabel dummy. Metode yang digunakan dalam penelitian ini adalah metode kuantitatif dengan teknik analisis regresi data panel. Data sekunder dalam penelitian ini diperoleh dari Badan Pusat Statistik (BPS) dan Direktorat Jenderal Perimbangan Keuangan (DJPK) Kementerian Keuangan yang diolah menggunakan software Eviews-13 dalam bentuk data panel, mencakup data cross section berupa 22 Kabupaten/Kota di Provinsi Nusa Tenggara Timur dan data time series selama periode 2019–2024. Model estimasi terbaik yang terpilih dalam penelitian ini adalah Random Effect Model (REM). Hasil penelitian menunjukkan bahwa variabel pendidikan berpengaruh negatif signifikan terhadap tingkat kemiskinan. Sedangkan rasio belanja modal berpengaruh positif namun tidak signifikan terhadap tingkat kemiskinan, pekerja informal berpengaruh negatif signifikan terhadap tingkat kemiskinan, dan pandemi COVID-19 berpengaruh positif signifikan terhadap tingkat kemiskinan di Provinsi Nusa Tenggara Timur. Dengan demikian, pendidikan dan pekerja informal berperan penting dalam menurunkan kemiskinan, rasio belanja modal belum terbukti efektif menekan kemiskinan, sementara pandemi COVID-19 menjadi salah satu faktor yang turut memperparah kemiskinan di Provinsi Nusa Tenggara Timur. ***** This study aims to examine the influence of Education, Capital Expenditure Ratio, and Informal Workers on Poverty Levels in Regencies/Cities in East Nusa Tenggara Province, using the COVID-19 Pandemic as a dummy variable. The method used in this study is a quantitative method with panel data regression analysis techniques. Secondary data in this study were obtained from the Central Statistics Agency (BPS) and the Directorate General of Fiscal Balance (DJPK) of the Ministry of Finance, processed using Eviews-13 software in panel data format. This includes cross-sectional data from 22 Regencies/Cities in East Nusa Tenggara Province and time series data for the 2019-2024 period. The best estimation model selected in this study is the Random Effect Model (REM). The results of the study indicate that education has a significant negative effect on poverty levels. Meanwhile, the capital expenditure ratio has a positive but insignificant effect on poverty levels, informal workers have a significant negative effect on poverty levels, and the COVID-19 pandemic has a significant positive effect on poverty levels in East Nusa Tenggara Province. Thus, while education and informal workers play a significant role in poverty reduction, the capital expenditure ratio has not been proven effective in reducing poverty, while the COVID-19 pandemic has been a contributing factor to poverty exacerbation in East Nusa Tenggara Province.
