Abstract

Efektivitas berarti sejauhmana kita mencapai sasaran. Evaluasi menggunakan teknik pemeriksaan dan penilaian. Tujuan penelitian yang dilakukan secara umum adalah untuk memperoleh informasi dan menganalisis mengenai efektivitas penyelenggaraan program Beasiswa Pendidikan Strata 2 Pemuda Berprestasi melalui sebuah studi di Kementerian Pemuda dan Olahraga. Data dikumpulkan melalui observasi, wawancara, penyebaran kuesioner, serta studi dokumentasi. Pendekatan yang digunakan dalam penelitian ini adalah kualitatif dengan evaluasi program sebagai metodenya. Informan dan responden dalam penelitian ini terdiri dari unsur pengelola baik itu dari Kementerian Pemuda dan Olahraga maupun unsur yang berasal dari perguruan tinggi mitra penyelenggara program Beasiswa Pendidikan Strata 2 Pemuda Berprestasi. Dalam penelitian evaluasi ini, pendekatan yang digunakan adalah CIPP Model yang dikembangkan oleh Daniel Stufflebeam yang terdiri dari empat tahapan, yaitu : Context, Input, Prosess dan Product. Data yang diperoleh dari penelitian dikumpulkan kemudian direduksi untuk mendapatkan kesimpulan. Berdasarkan data yang diperoleh dari penelitian ini diketahui bahwa penyelenggaraan Program Beasiswa Pendidikan Strata 2 Pemuda Berprestasi sudah efektif walau masih ditemukan kendala-kendala dalam program tersebut terutama yang paling mendasar adalah jumlah ketercukupan dana yang dialokasikan masih kurang dan alumni/lulusan program yang belum jelas keterpakaiannya. Dari sisi kebaruan penelitian ini sehubungan efektivitas penyelenggaraan yang lebih berorientasi pada pengembangan SDM berkolaborasi antara Kementerian Pemuda dan Olahraga dengan perguruan tinggi mitra yang menghasilkan model program baru yang lebih efektif bagi pelaksana teknis program Beasiswa Pendidikan Strata 2 Pemuda Berprestasi dalam hal ini bisa menghasilkan pemuda yang tangguh, kreatif, handal, dan produktif melalui jalur pendidikan formal. Kata kunci : Efektivitas, Evaluasi Program, CIPP Model, Sumber Daya Pemuda, Prestasi, Sumber daya Manusia Effectiveness means how far we achieve the goal. Evaluation uses inquiry and judgment methods. The general objective of this research is to obtain information and analyze the evaluation of the effectiveness of master degree scholarship implementation for youth achievements through a study at the Ministry of Youth and Sports. Data collected through observation, interviews, questionnaire distribution, and study of documentation. The approach used in this research is a qualitative approach with program evaluation as the method. Informants and respondents in this study consisted of the management elements, both from the Ministry of Youth and Sports and elements from higher education institutions that organize master degree scholarships for high achieving youth. In this evaluation research, the approach used is the CIPP Model developed by Daniel Stufflebeam which consists of four stages, namely: Context, Input, Process, and Product. Data obtained from this study were collected and then reduced to obtain conclusions. based on the data obtained from this study it is known that the implementation of the Master Degree Scholarship program for high achieving youth has been effective even though obstacles in the program are still found, especially the most fundamental is the insufficient amount of funds allocated is still lacking and the alumni / graduates use of the program are unclear. in terms of the novelty of this research, in connection with the effectiveness of the implementation of collaborating between the Ministry of Youth and Sports with partner universities that produce a new program model that is more effective for technical implementers of the Master Degree Scholarship program for high achieving youth in this case can produce youth who are tough, creative, reliable, and productive through formal education.
