Abstract

Badan Pengembangan Sumber Daya Manusia (BPSDM) Kementerian Hukum dan Hak Asasi Manusia Republik Indonesia merupakan lembaga pendukung di Kementerian Hukum dan Hak Asasi Manusia yang bertugas mengembangkan sumber daya manusia di bidang hukum dan hak asasi manusia. Sebagai unit pendukung tugas pokok BPSDM, Kementerian Hukum dan Hak Asasi Manusia Republik Indonesia meningkatkan kualitas aparatur hukum dan HAM agar profesional dan memiliki keterikatan yang tinggi untuk memberikan pelayanan prima. Penelitian ini bertujuan untuk menganalisis pengaruh Budaya Organisasi, Lingkungan Kerja, kompetensi pegawai terhadap keterikatan kerja pegawai yang dimediasi oleh self efficacy di Badan Pengembangan Sumber Daya Manusia (BPSDM) Kementerian Hukum dan Hak Asasi Manusia Republik Indonesia. Penelitian ini melibatkan 221 responden pegawai BPSDM Kementerian Hukum dan Hak Asasi Manusia Republik Indonesia untuk Golongan III. Analisis data menggunakan LISREL Structural Equation Modeling. Hasil penelitian menunjukkan bahwa budaya organisasi, lingkungan kerja, kompetensi pegawai secara langsung tidak berpengaruh terhadap keterikatan kerja pegawai, self efficacy berpengaruh langsung terhadap keterikatan kerja pegawai. Budaya Organisasi, Lingkungan Kerja dan Kompetensi pegawai berpengaruh langsung terhadap self efficacy. Budaya organisasi, lingkungan kerja, kompetensi pegawai berpengaruh tidak langsung terhadap keterikatan kerja pegawai yang dimediasi oleh self efficacy. Implikasi dari hasil penelitian ini, BPSDM Kementerian Hukum dan Hak Asasi Manusia Republik Indonesia perlu mengembangkan atribut budaya organisasi, lingkungan kerja dan kompetensi pegawai yang dapat meningkatkan selfefficacy. Hal ini perlu dilakukan mengingat self-efficacy akan mempengaruhi tingkat keterikatan pegawai BPSDM Kementerian Hukum dan HAM RI. ***** The Human Resources Development Agency (BPSDM) of the Ministry of Law and Human Rights of the Republic of Indonesia is a supporting institution at the Ministry of Law and Human Rights that is tasked with developing human resources in the field of law and human rights. As a support unit for the main task of BPSDM, the Ministry of Law and Human Rights of the Republic of Indonesia improves the quality of the legal and human rights apparatus so that they are professional and have a high commitment to provide excellent service. This study aims to analyze the influence of Organizational Culture, Work Environment, employee competence on employee work engagement mediated by self-efficacy at the Human Resources Development Agency (BPSDM) of the Ministry of Law and Human Rights of the Republic of Indonesia. This study involved 221 respondents of BPSDM employees of the Ministry of Law and Human Rights of the Republic of Indonesia for Category III. Data analysis using LISREL Structural Equation Modeling. The results showed that organizational culture, work environment, employee competence had a direct no effect on employee work engagement, selfefficacy had a direct effect on employee work engagement. Organizational Culture, Work Environment and Employee Competence have a direct effect on self-efficacy. Organizational culture, work environment, employee competence have an indirect effect on employee work engagement mediated by self-efficacy. The implication of the results of this study is that BPSDM Ministry of Law and Human Rights of the Republic of Indonesia needs to develop attributes of organizational culture, work environment and employee competencies that can increase self-efficacy. This needs to be done considering that self-efficacy will affect the level of engagement of BPSDM employees of the Ministry of Law and Human Rights of the Republic of Indonesia.
