Abstract

Penelitian ini bertujuan untuk mendeskripsikan efektivitas program melalui context, input, process dan product program pendidikan inklusif di SDN 30 Palembang. Metode yang digunakan adalah metode deskriptif kualitatif. Teknik pengumpulan data melalui wawancara, observasi, dokumentasi, angket dan diskusi kelompok terfokus. Informan penelitian yaitu Kepala Sekolah, Wakil Kepala Sekolah Bidang Kurikulum, guru kelas, Dinas Pendidikan Provinsi Sumsel, Dinas Pendidikan Kota Palembang, serta wali murid PDBK. Hasil penelitian menunjukan pada evaluasi konteks belum sesuai dengan kebutuhan dan tujuan penyelenggaraan program. Pada aspek konteks terdapat kelemahan dalam menganalisis kebutuhan program oleh penyelenggara maupun pelaksana. Hasil evaluasi input menunjukan tidak sesuai dengan komponen penyelenggaraan Pendidikan inklusif. Hasil evaluasi proses terbukti pada implementasinya sebagian telah sesuai dengan konsep sekolah ramah anak terutama pada aspek pelaksanaan KBM. Hasil evaluasi produk Sebagian telah berhasil dengan pertimbangan perlu dilakukan perbaikan secara serius dimulai dari perencanaan, pengawasan dan pelaporan program. Dapat disimpulkan secara keseluruhan Evaluasi Program Pendidikan Inklusif di SD Negeri 30 Palembang belum sesuai dengan pedoman umum perencanaan dan pelaporan program pendidikan inklusif. Pada aspek pelaksanaan Kegiatan Belajar Mengajar menunjukan sekolah telah memenuhi syarat sebagai sekolah ramah anak. This Studi describes the effectiveness of the program through the context, input, process, anda product of the inclusive education program at SDN 30 Palembang with a qualitative descriptive method. Data collection techniques are interviews, observation, documentation, questionnaires, and Focus Group Discussion (FGD). The research informants were the principal, Deputy Principal for Curriculum, The Education Office of Palembang City, Class Teachers, The South Sumatera Provincial Education Office, and the Guardians of the Special Need Students (SNS). The results showed that the contextual evaluation was not by the needs and objectives of the program implementation. In the context aspect, there are weaknesses in analyzing program needs by organizers and implementers. The result of the input evaluation show that it is not following the components of the implementation of inclusive education. The results of the process evaluation proved that the implementation was partly following the concept of child-friendly schools, especially in the aspects of implementing teaching and learning process. Product evaluation results some have been successful with important considerations that need to be seriously improved starting from program planning, monitoring, and reporting. Overall, the evaluatioin of the inclusive education program at SD Negeri 30 Palembang is not in accordance with the general guidelines for planning and reporting inclusice education programs. In the aspect of implementing Teaching and Learning Activities, it shows that the school has met the requirements as a child-friendly school.
