Abstract

Penelitian ini bertujuan untuk mendeskripsikan pelaksanaan layanan transportasi publik Transjakarta koridor 9 (Pinang Ranti – Pluit) saat Pemberlakuan Pembatasan Kegiatan Masyarakat (PPKM) level satu. Penelitian ini menggunakan metode penelitian deskriptif kualitatif dengan metode pengumpulan data berupa observasi, dokumentasi, dan wawancara kepada informan kunci yaitu pengelola Transjakarta dan petugas Transjakarta koridor 9 (Pinang Ranti – Pluit) serta informan pendukung yaitu penumpang Transjakarta koridor 9 (Pinang Ranti – Pluit) saat Pemberlakuan Pembatasan Kegiatan Masyarakat (PPKM) level satu dengan teknik penentuan informan yaitu purposive sampling. Teknik analisis yang digunakan yaitu reduksi data, penyajian data, dan penarikan kesimpulan. Teknik keabsahan data yang digunakan yaitu triangulasi sumber dan triangulasi metode. Hasil penelitian menunjukkan bahwa Transjakarta koridor 9 (Pinang Ranti – Pluit) telah mengimplementasikan lima prinsip pelayanan publik saat Pemberlakuan Pembatasan Kegiatan Masyarakat (PPKM) level satu yang disesuaikan dengan peraturan yang berlaku saat Pemberlakuan Pembatasan Kegiatan Masyarakat (PPKM) level satu yaitu Keputusan Gubernur Daerah Khusus Ibukota Jakarta Nomor 1473 Tahun 2021, Peraturan Gubernur Nomor 3 Tahun 2021 dan Surat Keputusan Kepala Dinas Perhubungan Pemerintah Provinsi DKI Jakarta Nomor 521 Tahun 2021 yaitu prinsip kesehatan, kedisiplinan, kenyamanan, kelengkapan sarana dan prasarana, serta ketepatan waktu. Namun dalam pelaksanaannya masih belum optimal dari segi kenyamanan dan kelengkapan sarana transportasi. Kata Kunci : Pelayanan, Transjakarta Koridor 9, PPKM Level Satu This study aims to describe the implementation of the Transjakarta public transportation service corridor 9 (Pinang Ranti – Pluit) during the implementation of level one Community Activity Restrictions (PPKM). This study uses a descriptive qualitative research method with data collection methods in the form of observation, documentation, and interviews with key informants, namely Transjakarta managers and Transjakarta corridor 9 (Pinang Ranti - Pluit) officers and supporting informants, namely Transjakarta corridor 9 (Pinang Ranti - Pluit) passengers at this time. Enforcement of Community Activity Restrictions (PPKM) level one with the technique of determining informants, namely purposive sampling. The analysis technique used is data reduction, data presentation, and drawing conclusions. The data validity technique used is source triangulation and method triangulation. The results show that Transjakarta corridor 9 (Pinang Ranti – Pluit) has implemented five principles of public service when the level one implementation of Community Activity Restrictions (PPKM) was implemented, which was adjusted to the regulations that were in effect when the first level of Community Activity Restrictions (PPKM) was implemented, namely the Decree of the Governor of Special Regions. The capital city of Jakarta Number 1473 of 2021, Governor's Regulation Number 3 of 2021 and Decree of the Head of the Transportation Service of the DKI Jakarta Provincial Government Number 521 of 2021, namely the principles of health, discipline, comfort, completeness of facilities and infrastructure, and punctuality. However, in practice there are still some shortcomings in terms of comfort and completeness of transportation facilities. Keywords: Service, Transjakarta Corridor 9, PPKM Level One
