Abstract
ABSTRAK Badan Standardisasi Nasional (BSN) merupakan Lembaga Negara dengan tugas pokok mengembangkan dan membina kegiatan standardisasi di Indonesia. Permasalahan pada pengembangan pendidikan standardisasi di Indonesia, yaitu: (1)Sosialisasi dan implementasi belum cukup berhasil dilakukan di ingkungan pendidikan tinggi, (2) Berbagai strategi yang dilakukan agar pendidikan standardisasi dapat diimplementasikan di dunia pendidikan formal maupun nonformal belum berhasil dilakukan. Fokus Penelitian ini pada Evaluasi Implementasi Program Pendidikan Standardisasi, dengan subfokus; (1) landasan perumusan program pendidikan standardisasi; (2) perencanaan pendidikan standardisasi; (3) pelaksanaan pendidikan standardisasi; (4) hasil pendidikan standardisasi. Pendekatan yang digunakan dalam penelitian ini adalah kualitatif deskriptif. Pengumpulan data dilakukan oleh peneliti sendiri sebagai key instrument. Analisis data menggunakan teknik deskriptif dalam alur kegiatan reduksi data, penyajian data, dan penarikan kesimpulan atau verifikasi. Hasil penelitian menunjukkan bahwa BSN telah melaksanakan berbagai aspek yang dievaluasi yaitu; (1) aspek konteks, berupa adanya landasan perumusan program, yang meliputi landasan kebijakan, arah dan strategi kebijakan; (2) aspek input, berupa adanya perencanaan, yang meliputi sumber daya manusia, kurikulum, pemanfaatan teknologi informasi dan komunikasi; (3) aspek proses, berupa pelaksanaan, yang meliputi sosialisasi, pembelajaran, kerjasama, distribusi sumberdaya, monitoring, evaluasi, pelaporan dan tindak lanjut; dan (4) aspek produk, berupa hasil pendidikan standardisasi, yang meliputi capaian dan manfaat. Rekomendasi yang dapat dilakukan dalam mengembangkan Pendidikan Standardisasi di BSN: (1) Landasan perumusan program memerlukan penajaman dan elaborasi agar adaptif dengan perkembangan trend standardisasi pendidikan internasional; (2) kurikulum dan buku referensi perlu dilakukan penyesuaian dengan teknologi informasi; (3) Pelaksanaan monitoring dan evaluasi perlu melibatkan organisasi profesi dan dunia perguruan tinggi; (4) Perlu dilakukan penelitian dan survei nasional dengan responden lulusan dari mata kuliah standardisasi. Kata kunci: model evaluasi, pendidikan standardisasi, BSN ************* ABSTRACT The National Standardization Agency (NSA) is a state institution with the main task of developing and fostering standardization activities in Indonesia. In its implementation, problems were found in the development of standardization education; (1) Socialization and implementation were not sufficiently successful in the education environment, especially higher education, (2) Various strategies were carried out so that standardization education could be massively, structured and systematically implemented in formal and informal education has not been successful. This study focuses on the Evaluation of the Implementation of the Standardization Education Program, with sub- focus; (1) the basis for formulating standardization education programs; (2) standardization education planning; (3) implementation of standardization education; (4) Standardization education results. The approach used in this research is descriptive qualitative. Data collection was carried out by the researcher himself as a key instrument. Data analysis uses descriptive techniques in the flow of data reduction activities, data presentation, and drawing conclusions or verification. The results showed that NSA had carried out various evaluated aspects, namely; (1) context aspect, in the form of a foundation for program formulation, which includes a policy foundation, policy direction and strategy; (2) input aspect, in the form of planning, which includes human resources, curriculum, utilization of information and communication technology; (3) aspects of the process, in the form of implementation, which includes socialization, learning, cooperation, distribution of resources, monitoring, evaluation, reporting and follow-up; and (4) product aspects, in the form of standardization education results, which include achievements and benefits. Recommendations that can be made in developing Standardization Education at NSA; (1) The foundation of program formulation requires sharpening and elaboration so that it is adaptive to the development of international education standardization trends; (2) the curriculum and reference books need to be adjusted, including identification of resource requirements and the development of information technology applications; (3) The implementation of monitoring and evaluation needs to involve professional organizations and higher education; (4) It is necessary to conduct national research and surveys with graduate respondents from standardization courses so that the results and benefits can be mapped and improved.
