Abstract

Penelitian ini dilaksanakan di Biro Sumber Daya Manusia Kementerian Pendidikan dan Kebudayaan, yang bertujuan untuk mengetahui perencanaan pendidikan dan pelatihan, pelaksanaan pendidikan dan pelatihan, dan evaluasi pendidikan dan pelatihan soft skill. Penelitian ini dilakukan pada bulan Januari 2021 hingga Desember 2021 dan merupakan penelitian deskriptif kualitatif. Penentuan subjek penelitian ini, menggunakan teknik purposive sampling. Subjek penelitian berjumlah 7 (Tujuh) orang yaitu koordinator bidang penghargaan dan peraturan kepegawaian Biro SDM Kemendikbud, ketua kelompok kerja (pokja) bidang peningkatan kapasitas Biro SDM Kemendikbud, staf kelompok kerja (pokja) bidang peningkatan kapasitas Biro SDM Kemendikbud, instruktur pendidikan dan pelatihan soft skill, dan peserta pendidikan dan pelatihan soft skill. Teknik pengumpulan data yang digunakan adalah wawancara, observasi, dan dokumentasi. Data yang diperoleh dianalisis secara deskriptif kualitatif. Hasil penelitian ini menunjukkan bahwa manajemen pendidikan dan pelatihan di Biro Sumber Daya Manusia Kementerian Pendidikan dan Kebudayaan meliputi: 1) Perencanaan pendidikan dan pelatihan soft skill diantaranya mengatur kebijakan-kebijakan strategis pendidikan dan pelatihan soft skill, mengidentifikasi kebutuhan materi pendidikan dan pelatihan soft skill, melakukan penyusunan dan pembuatan materi melalui modul pendidikan dan pelatihan soft skill, penyusunan jadwal kegiatan pendidikan dan pelatihan soft skill, dan menetapkan instruktur pendidikan dan pelatihan soft skill, 2) Pelaksanaan pendidikan dan pelatihan soft skill yang dilaksanakan selama dua hari pelaksanaan. Lalu setelah pelaksanaan pendidikan dan pelatihan ada waktu sebulan pendampingan dalam Whatsapp (WA) Group oleh instruktur (psikolog) penyelenggara pendidikan dan pelatihan, dan 3) Evaluasi pendidikan dan pelatihan soft skill yang difokuskan pada evaluasi pelaksanaan pendidikan dan pelatihan soft skill dan evaluasi peserta pendidikan dan pelatihan soft skill yang dilakukan melalui empat tahap pengukuran yaitu reaction, learning, behavior dan result.***** This research was conducted at the Human Resources Bureau of the Ministry of Education and Culture, which aims to determine education and training planning, implementation of education and training, and evaluation of soft skills education and training. This research was conducted from January 2021 to December 2021 and is a qualitative descriptive study. Determination of the subject of this study, using purposive sampling technique. The research subjects amounted to 7 (seven) people, namely the coordinator of the awards and personnel regulations of the Ministry of Education and Culture's HR Bureau, the head of the working group (pokja) for the capacity building of the Ministry of Education and Culture's HR Bureau, staff of the working group (pokja) for the capacity building of the Ministry of Education and Culture's HR Bureau, soft education and training instructors. skills, and participants in soft skills education and training. Data collection techniques used are interviews, observation, and documentation. The data obtained were analyzed descriptively qualitatively. The results of this study indicate that the management of education and training at the Human Resources Bureau of the Ministry of Education and Culture includes: 1) Planning for soft skills education and training including regulating strategic policies for soft skills education and training, identifying needs for soft skills education and training materials, conducting preparation and manufacture of materials through soft skills education and training modules, scheduling of soft skills education and training activities, and assigning soft skills education and training instructors, 2) Soft skills education and training carried out for two days. Then after the implementation of education and training there is a month of mentoring in Whatsapp (WA) Group by instructors (psychologists) providing education and training, and 3) Evaluation of soft skills education and training focused on evaluating the implementation of soft skills education and training and evaluating education and training participants. soft skills training carried out through four stages of measurement, namely reaction, learning, behavior and result.
