Abstract

Penelitian ini bertujuan untuk mengetahui bagaimana implementasi kebijakan pembelajaran tatap muka pada masa pandemi covid-19 di Kabupaten Merauke, Papua. Penelitian ini dilaksankan di SMP Negeri 4 Merauke. Fokus penelitian ini yaitu masalah yang dihadapi dalam mengimplementasikan kebijakan pembelajaran tatap muka dan solusi yang dilakukan SMP Negeri 4 Merauke dalam mengatasi masalah yang terjadi dalam implementasi kebijakan pembelajaran tatap muka pada masa pandemi covid-19 dengan mengacu pada konsep implementasi kebijakan menurut George C. Edward III yaitu komunikasi, sumber daya, sikap sumber daya dan struktur birokrasi. Metode yang digunakan dalam penelitian ini yaitu deskritif kualitatif melalui wawancara dan studi dokumen. Hasil penelitian ini menunjukkan adanya permasalahan sumber daya dalam implementasi kebijakan pembelajaran tatap muka pada masa pandemi covid-19 di SMP Negeri 4 Merauke. Kata Kunci: Implementasi Kebijakan, Pembelajaran Tatap Muka, Pandemi Covid-19 *********** This study aims to find out how the implementation of face-to-face learning policies during the COVID-19 pandemic in Merauke district, Papua. The research was carried out at SMP Negeri 4 Merauke. The focus of this research is the problems faced in implementing face-toface learning policies and solutions by SMP Negeri 4 Merauke in overcoming problems that occur in the implementation of face-to-face learning policies during the COVID-19 pandemic with reference to the concept of policy implementation according to George C. Edward III. namely communication, resources, attitude of resources and bureaucratic structure. The method used in this research is descriptive qualitative through interviews and document studies. The results of this study indicate that there are problems in resource in implementing face-to-face learning policies during the COVID-19 pandemic at SMP Negeri 4 Merauke.
