Abstract

Penelitian ini bertujuan untuk mendeskripsikan manajemn kinerja pegawai Di Lembaga Layanan Pendidikan Tinggi Wilayah III DKI Jakarta. Sub fokus penelitian meliputi aspek perencanaan kinerja, pelaksanaan kinerja, evaluasi kinerja, dan Upaya peningkatan kinerja. Penelitian ini menggunakan pendekatan kualitatif dan metode deskripsi. Teknik pengumpulan data dilakukan melalui observasi, wawancara, dan studi dokumentasi. Informan dalam penelitian ini meliputi kepala bagian umum, ketua kelompok kerja hukum, kepegawaian, dan tata laksana, staff kepegawaian, dan staff berprestasi dari kelompok kerja kemahasiswaan dan pembelajaran. Hasil dari penelirian ini menunjukan bahwa: (1) perencanaan kinerja diawali dengan rapat internal, setelah itu melakukan RKKL (Rencana Kerja Kementerian Lembaga) dengan Sekjen Kemendikbudristek yang menghasilkan Perjanjian Kinerja berisi Indikator Kinerja Utama. Dilakukan pendelagasian pekerjaan melalui Matriks Pembagian peran dan hasil kerja dengan metode cascading; (2) Pelaksnaan kinerja pegawai dilakukan sesuai dengan sasaran kinerja pegawai yang telah ditetapkan dan sesuai standar operasional prosedur; (3) Evaluasi kinerja pegawai dilakukan oleh jabatan struktural mulai dari kepala Lembaga, kepala bagian umum, dan ketua kelompok kerja. Evaluasi dilakukan secara periodik yang dapat dimonitoring melalui log harian eoffice SKP; (4) Upaya peningkatan kinerja pegawai menggunakan tiga metode, yaitu pembinaan pegawai, peningkatan hardskill berupa les bahasa asing, dan peningkatan softskill berupa seminar kemampuan berbicara didepan umum. ***** This study aims to describe employee performance management at the Higher Education Service Institution Region III DKI Jakarta. The sub-focus of the research includes aspects of performance planning, performance implementation, performance evaluation, and performance improvement efforts. This research uses a qualitative approach and description method. Data collection techniques were carried out through observation, interviews, and documentation studies. Informants in this study include the head of the general department, the head of the legal, staffing, and governance working group, staffing staff, and outstanding staff from the student and learning working group. The results of this research show that: (1) performance planning begins with an internal meeting, after which RKKL (Ministry of Institution Work Plan) with the Secretary General of the Ministry of Education and Culture which results in a Performance Agreement containing Key Performance Indicators. The delegation of work is carried out through the Matrix of Division of roles and work results with the cascading method; (2) Implementation of employee performance is carried out in accordance with the employee performance objectives that have been set and in accordance with standard operating procedures; (3) Evaluation of employee performance is carried out by structural positions starting from the head of the Institute, the head of the general section, and the head of the working group. The evaluation is carried out periodically which can be monitored through the SKP eoffice daily log; (4) Efforts to improve employee performance use three methods, namely employee coaching, hardskill improvement in the form of foreign language lessons, and softskill improvement in the form of public speaking seminars.
