Abstract
Peraturan Presiden Republik Indonesia Nomor 60 Tahun 2013 tentang Pengembangan Anak Usia Dini Holistik Integratif (PAUDHI) menjelaskan bahwa Pengembangan Anak Usia Dini Holistik Integratif adalah upaya pengembangan anak usia dini yang dilakukan untuk memenuhi kebutuhan esensial anak yang beragam dan saling terkait secara simultan, sistematis, dan terintegrasi. Evaluasi meliputi lima layanan dalam: pendidikan, kesehatan dan gizi, pengasuhan, perlindungan dan kesejahteraan Penelitian ini bertujuan untuk mengevaluasi program Pengembangan Anak Usia Dini Holistik Integratif di satuan PAUD dan dilaksanakan di Kabupaten Pasaman Barat. Model evaluasi yang digunakan dalam penelitian ini adalah CIPP. Data yang dibutuhkan diperoleh dengan menggunakan teknik pengumpulan data wawancara, observasi, dan dokumentasi. Hasil penelitian menyimpulkan 1) context evaluation menyatakan bahwa Penyelenggaraan layanan Pengembangan Anak Usia Dini Holistik Integratif di satuan PAUD Kabupaten Pasaman Barat belum memiliki landasan hukum yang kuat; 2) input evaluation menyatakan satuan PAUD yang mempunyai tata kelola yang baik (peserta didik, pendidik, sarana dan prasarana dan pembiayaan yang mendukung terlaksananya program; 3) process evaluation menyatakan bahwa dari seluruh aspek pelayanan, hanya Dinas Pendidikan dan Dinas Kesehatan melalui Puskesmas yang telah menjalankan fungsi sektoralnya, 4) product evaluation menyatakan bahwa penyelenggaraan program belum berjalan sesuai dengan petunjuk pelaksanaan program di satuan PAUD. Artinya, belum ada impact yang dapat diukur dari penyelenggaraan program. Kata kunci: evaluasi, holistik integratif, satuan PAUD ABSTRACT: Presidential Regulation of the Republic of Indonesia Number 60 of 2013 on Holistic Integrative Early Childhood Development (PAUDHI) explains that Holistic Integrative Early Childhood Development is an early childhood development effort that is carried out to meet the diverse and interrelated essential needs of children simultaneously, systematically, and integrated. Evaluation includes five services in: education, health and nutrition, care, protection and welfare This study aims to evaluate the Holistic Integrative Early Childhood Development program in PAUD units and implemented in West Pasaman District. The evaluation model used in this study is CIPP. The required data were obtained using data collection techniques of interview, observation, and documentation. The results of the study concluded 1) context evaluation states that the implementation of Holistic Integrative Early Childhood Development services in PAUD units in West Pasaman District does not yet have a strong legal basis; 2) input evaluation states that PAUD units have good governance (students, educators, facilities and infrastructure and financing that support the implementation of the program; 3) process evaluation states that from all aspects of the service, only the Office of Education and the Office of Health through Puskesmas have carried out their sectoral functions, 4) product evaluation states that the implementation of the program has not run in accordance with the implementation instructions.
