Abstract
Penelitian ini bertujuan untuk mengetahui bagaimana mewujudkan akuntabilitas kinerja, proses menemukan kinerja instansi dan kinerja aparatur, dalam rangka mewujudkan Good Government Governance di Kabupaten Merangin. Adanya beberapa permasalahan kasus korupsi yang terjadi di Kabupaten Merangin dan belum optimalnya pelaksanaan akuntabilitas serta kurang mampu mewujudkan kinerja instansi maupun ketidakjelasan kinerja aparatur. Fokus penelitian ini yaitu bagaimana membangun model akuntabilitas kinerja instansi pemerintah kabupaten merangin dengan pendekatan kearifan lokal berdasarkan azas tali tigo sepilin (pemerintah, adat, alim ulama). Metode yang digunakan dalam peneltian ini metode kualitatif dengan studi kasus melalui observasi, wawancara, dan fokus grup diskusi (FGD), dokumen, dan analisis data. Hasil dari penelitian ini diperoleh kesimpulan bahwa akuntabilitas kinerja diwujudkan melalui pertanggungjawaban kinerja pejabat/pegawai intansi, akuntabilitas kinerja instansi dan selanjutnya kinerja aparatur dijalankan sesuai dengan ketentuan. Good Government Governace di Kabupaten Merangin bisa diterapkan berdasarkan model azas tali tigo sepilin. Jika ketiga unsur tersebut bersinergi maka akuntabilitas kinerja instansi pemerintah Kabupaten Merangin dan kinerja aparatur yang berbudi pekerti berdasarkan azas tali tigo sepilin dalam mewujudkan kinerja organisasi sesuai dengan yang diharapkan. **** This study aims to determine how to realize performance accountability, the process of finding agency performance and apparatus performance, in order to realize Good Government Governance in Merangin Regency. There are several problems of corruption cases that have occurred in Merangin Regency and the non-optimal implementation of accountability and the inability to realize agency performance and the unclear performance of the apparatus. The focus of this research is how to build a performance accountability model for Merangin district government agencies with a local wisdom approach based on the principle of tali tigo sepilin (government, adat, alim ulama). The method used in this research is qualitative method with case studies through observation, interviews, and focus group discussions (FGD), documents, and data analysis. The results of this study obtained the conclusion that performance accountability is realized through the performance accountability of officials/agency employees, agency performance accountability and then the performance of the apparatus is carried out in accordance with the provisions. Good government governance in Merangin Regency can be applied based on the tali tigo sepilin principle model. If the three elements synergize, the performance accountability of the Merangin Regency government agencies will run as expected.
