Abstract

Tujuan penelitian ini adalah mengevaluasi program pendidikan dan pelatihan teknis terpadu Sistem Peradilan Pidana Anak (SPPA) bagi aparat penegak hukum yang diselenggarakan oleh lembaga pendidikan dan pelatihan Polri. Penelitian ini menggunakan metode mix methode dengan desain penelitian eksplanatory sequential mix methode, dengan menggunakan kombinasi model evaluasi Kirkpatrick dan Return On Invesment . Peserta pelatihan berjumlah 62 orang terdiri atas Penyidik anak (Kepolisian Negara Republik Indonesiai), Hakim anak (Mahkamah Agung), Jaksa anak (kejaksaan Agung), Pembimbing Kemasyarakatan (Kemenkum Ham RI), Pekerja Sosial (Kementerian Sosial RI), dan Pengacara anak (Peradi). Pengumpulan data dengan menyebarkan kuisoner, studi dokumen dan wawancara kepada alumni, atasan dan rekan sejawat. Validitas instrumen menggunakan content validity dengan cara meminta masukan dan saran dari para pakar hasilnya dianalisis menggunakan rumusan aiken‘v dengan tujuan untuk mengukur derajat kesepakatan para pakar (agrement). Untuk menguji hasil validitas di lakukan uji credibility dengan teknik FGD yang melibatkan ahli pidana anak, praktisi anak dan evaluator program. Hasil penelitian menunjukkan untuk level 1 komponen reaksi peserta pelatihan aspek motivasi, bahan ajar dan penyelenggara menunjukkan hasil sedang. Sementara aspek pengajar, sarana prasana dalam kategori tinggi (sangat puas). Sedangkan untuk level 2, 3 dan 4 menunjukkan terdapat dampak Pelatihan terhadap perlindungan hak-hak anak Indonesia yang berhadapan dengan hukum. Hasil ini diperkuat dengan perhitungan Return On Invesment sebesar 163%. This research aimed of this research is to evaluate the integrated technical education and training program for the Juvenile Criminal Justice System (SPPA) for law enforcement officers organized by the National Police education and training institution. This research uses a mix method with an explanatory sequential mix method research design, using a combination of the Kirkpatrick evaluation model and Return on Investment. There were 62 training participants consisting of child investigators (National Police of the Republic of Indonesia), child judges (Supreme Court), children's prosecutors (Attorney General), Community Counselors (Ministry of Law and Human Rights of the Republic of Indonesia), Social Workers (Ministry of Social Affairs of the Republic of Indonesia), and children's lawyers ( Peradi). Data collection by distributing questionnaires, document studies and interviews to alumni, superiors and colleagues. The validity of the instrument uses content validity by asking for input and suggestions from experts. The results are analyzed using the aiken'v formula with the aim of measuring the degree of agreement of the experts (agrement). To test the validity of the results, a credibility test was carried out using the FGD technique involving child crime experts, child practitioners and program evaluators. The results of the research show that for level 1 the reaction component of the training participants, the motivation aspect, teaching materials and organizers showed moderate results. Meanwhile, the teaching aspect and infrastructure are in the high category (very satisfied). Meanwhile, levels 2, 3 and 4 show that there is an impact of training on protecting the rights of Indonesian children in conflict with the law. This result is reinforced by the calculation of Return On Investment of 163%.
