Abstract
Peran humas pemerintah semakin penting dalam era globalisasi dan teknologi informasi, diantaranya sebagai komunikator, pembina hubungan baik, dan pembentuk citra organisasi. Implementasi Government Public Relations (GPR) diatur dalam standar kompetensi jabatan fungsional Pranata Hubungan Masyarakat Pemerintah, bertanggung jawab atas informasi dan komunikasi dalam konteks kenegaraan. Penelitian ini bertujuan untuk mengetahui bagaimana implementasi yang dilakukan Pejabat Pengelola Informasi dan Dokumentasi (PPID) Kemenko Marves dalam meningkatkan kualitas layanan publik. Pemerintah mempunyai peran penting serta tanggung jawab dalam aspek informasi dan komunikasi. Maka dari itu Government Public relations berperan penting sebagai jembatan komunikasi antara Pemerintah dan publik yang bertujuan untuk memberikan informasi yang jelas, transparan, dan juga akurat kepada masyarakat. Penelitian menggunakan metode kualitatif dengan teknik purposive sampling, data dikumpulkan melalui wawancara, observasi, dan dokumentasi. Dengan menerapkan teknik analisis data yang dipopulerkan oleh Miles dan Huberman (1984) dan menghubungkannya dengan Teori Edward III yang menganalisis 4 elemen, diantaranya komunikasi, sumber daya, disposisi, dan struktur birokrasi dalam implementasi kebijakan. Teknik validitas data dalam penelitian ini menggunakan triangulasi sumber dengan subjek penelitiannya yaitu 3 informan yang memiliki keterkaitan dengan penelitian. Hasil penelitian menunjukkan bahwa PPID Kemenko Marves telah berhasil meningkatkan mutu layanan publik dan memperbaiki citra pemerintah. This includes acting as a communicator, relationship builder, and image shaper for the organization. The implementation of Government Public Relations (GPR) is regulated within the competency standards of the functional position of Government Public Relations officers, who are responsible for information and communication within the state context. This study aims to examine how the implementation of the Information and Documentation Management Officer (PPID) at Kemenko Marves enhances the quality of public services. The government has a significant role and responsibility in the aspects of information and communication. Therefore, Government Public Relations plays a crucial role as a communication bridge between the government and the public, aiming to provide clear, transparent, and accurate information to the public. The research employs a qualitative method with purposive sampling techniques, gathering data through interviews, observation, and documentation. The study applies the data analysis technique popularized by Miles and Huberman (1984), connecting it with Edward III's theory, which analyzes four elements: communication, resources, disposition, and bureaucratic structure in policy implementation. The data validity technique in this study uses source triangulation with three informants who are relevant to the research. The results indicate that PPID Kemenko Marves hassuccessfully improved the quality of public services and enhanced the government's image.
