Abstract
Penelitian pengembangan ini bertujuan untuk menggasilkan Microlearning Kode Etik dan Kode Perilaku untuk Aparatur Sipil Negara (ASN) di unit kerja Pusat Pengembangan Kompetensi ASN (P2KASN) Kementerian Kesehatan RI. Pengembangan ini mengacu pada model pengembangan produk 4D oleh Thiagarajan (1947) yang memiliki 4 tahap utama, yaitu Define (Mendefinisikan), Design (Merancang), Develop (Mengembangkan), dan Disseminate (Menyebarkan). Hasil pengembangan berupa microlearning diunggah ke LMS Kementerian Kesehatan dengan total 17 learning object yang terdiri dari short video, slide, infografis, dan poster. Proses pengembangan melibatkan penilaian ahli yaitu, ahli materi, ahli desain instruksional, dan ahli media. Digunakan evaluasi formatif kepada ahli dengan menggunakan skala nilai 5-1. Hasil evaluasi formatif dari ahli materi adalah nilai 4.74 dengan kategori Sangat Baik. Hasil evaluasi formatif dari ahli desain instruksional adalah nilai 4.68 dengan kategori Sangat Baik. Hasil evaluasi formatif dari ahli media adalah nilai 4.86 dengan kategori Sangat Baik. Selain itu, terdapat saran yang kemudian dijadikan sebagai acuan pengembangan produk seperti penggunaan logo, letak verbal dan visual, serta sifat media yang bersifat micro (kecil). Setelah penilaian oleh ahli, dilakukan uji coba pengguna one-to-one dan small group dengan skala nilai 5-1. Hasil uji coba one-to-one adalah nilai 3.9 dengan kategori Baik. Hasil uji coba small group adalah nilai 4.35 dengan kategori Sangat Baik. Setelah dilakukan perbaikan dan pengembangan microlearning berdasarkan hasil saran dari peserta uji coba, produk microlearning Kode Etik dan Kode Perilaku ASN Kementerian Kesehatan RI dapat digunakan oleh ASN di P2KASN Kementerian Kesehatan RI. **** This development research aims to develop a Microlearning Kode Etik dan Kode Perilaku for ASN in the work unit of the Pusat Pengembangan Kompetensi ASN (P2KASN) of the Ministry of Health RI. This development refers to the 4D product development model by Thiagarajan (1947) which has 4 main stages, namely Define, Design, Develop and Disseminate. The development results in the form of microlearning were uploaded to the Ministry of Health's LMS with a total of 17 learning objects consisting of short videos, slides, infographics and posters. The development process involves expert appraisal, specially from material experts, instructional design experts, and media experts. Formative evaluation was used for experts using a 1-5 Likert scale. The result of the formative evaluation from the material expert was a score of 4.74 in the Very Good category. The result of the formative evaluation from the instructional design expert was a score of 4.68 in the Very Good category. The result of the formative evaluation from media experts was a score of 4.86 in the Very Good category. Apart from that, there are suggestions which are then used as a reference for product development, such as the use of logos, verbal and visual locations, as well as the micro media. After appraisal by experts, one-to-one and small group user trials were carried out with a 1-5 Likert scale. The result of the one-to-one trial was a score of 3.9 in the Good category. The results of the small group trial were a score of 4.35 in the Very Good category. After improving and developing microlearning based on the results of suggestions from trial participants, the product of Microlearning Kode Etik dan Kode Perilaku ASN Kementerian Kesehatan RI can be used by ASN in P2KASN of the Ministry of Health RI.
