Abstract

Tujuan dari penelitian ini untuk mengetahui model manajemen arsip sistem penjaminan mutu berbasis digital di Sekolah Dasar Negeri Kabupaten Bekasi serta tingkat keefektivitasannya. Penelitian ini menggunakan pendekatan Kombinasi (Mix-Methods). Secara Kuantitatif analisis penelitian menggunakan analisis statistic deskriptif, secara penelitian dan pengembangan (Research and Development) dengan model Successive Aproximation Model (SAM). Populasi terdiri dari seluruh Sekolah Dasar Negeri di Kabupaten Bekasi. Sampel penelitian berjumlah 750 responden terdiri dari 250 kepala sekolah, 250 guru dan 250 tenaga administrasi. Teknik Pengumpulan data menggunakan instrumen analisis pemahaman, analisis kebutuhan model, instrumen kepuasan, instrument efektifitas, catatan lapangan dan wawancara. Teknik analisis data berupa uji validitas, uji praktikalitas dan uji efektivitas. Hasil penelitian diketahui bahwa: (1) Berdasarkan analisis kebutuhan, skor rata-rata responden berada pada 2,99, hal ini menunjukkan responden cukup puas dengan proses pengadministrasian sekolah yang telah ada; (2) Pengembangan Website Sistem Informasi Manajemen Arsip (SIMA) menggunakan Successive Approximation Model (SAM); (3) Uji validitas model dilakukan oleh pakar menunjukkan nilai V=13,5 > 0,6, sehingga model ini dapat dikatakan "layak" untuk dikembangkan; (4) Evaluasi sistem dilakukan melalui pengujian kepraktisan dan penerimaan pengguna yang melibatkan kepala sekolah, guru, dan tenaga administrasi sekolah. Aspek yang dinilai meliputi kemudahan penggunaan, efisiensi proses pengelolaan arsip, kecepatan pencarian dokumen, serta keamanan dan integritas data. Uji Praktikalitas diketahui sebesar 81% sehingga website Sistem Informasi Manajemen Arsip (SIMA) “praktis” digunakan; (5) Hasil uji efektivitas menunjukkan bahwa terdapat perbedaan signifikan dalam pemahaman manajemen arsip antara kelompok eksperimen dan kelompok kontrol (nilai sig. (2-tailed) = 0,001 < 0,05), yang mengindikasikan bahwa Website Sistem Informasi Manajemen Arsip (SIMA) efektif dalam meningkatkan pemahaman pengguna tentang manajemen arsip. Secara keseluruhan penelitian ini menyimpulan bahwa meskipun penyimpanan, penemuan dan penyusutan arsip masih mengahdapi berbagai tantangan, namun, pengembanan dan implementasi model telah terbukti efektif, praktis dan layak untuk dikembangkan lebih lanjut. Penelitian ini memperkuat tentang manajemen arsip. Disisi lain penelitian ini juga memunculkan konstruksi baru yakni manajemen arsip yang diadopsi dalam teknologi di era revolusi 4.0 dan society 5.0. ***** The purpose of this study was to determine the archive management model of the digital-based quality assurance system in Bekasi Regency Public Elementary Schools and its level of effectiveness. This research uses a combination approach (Mix-Methods). Quantitatively, the research analysis used descriptive statistical analysis, research and development (Research and Development) with the Successive Aproximation Model (SAM) model. The population consists of all public elementary schools in Bekasi Regency. The research sample was 750 respondents consisting of 250 principals, 250 teachers and 250 administrative staff. Data collection techniques used understanding analysis instruments, model needs analysis, satisfaction instruments, effectiveness instruments, field notes and interviews. Data analysis techniques were validity test, practicality test and effectiveness test. The results of the study found that: (1) Based on the needs analysis, the average score of respondents is at 2.99, this shows that respondents are quite satisfied with the existing school administration process; (2) Development of the Archival Management Information System (SIMA) Website using the Successive Approximation Model (SAM); (3) Model validity tests conducted by experts show a value of V = 13.5> 0.6, so this model can be said to be ‘feasible’ to be developed; (4) System evaluation is carried out through practicality and user acceptance testing involving principals, teachers, and school administration personnel. The aspects assessed include ease of use, efficiency of the archive management process, document search speed, and data security and integrity. The Practicality Test is known to be 81% so that the Archives Management Information System (SIMA) website is ‘practical’ to use; (5) The results of the effectiveness test show that there is a significant difference in understanding archive management between the experimental group and the control group (sig. (2-tailed) = 0.001 < 0.05), which indicates that the Archive Management Information System (SIMA) website is effective in improving users' understanding of records management. Overall, this study concluded that although archive storage, discovery and shrinkage still face various challenges, the development and implementation of the model has proven to be effective, practical and worthy of further development. This research reinforces archive management. On the other hand, this research also raises a new construction, namely archive management adopted in technology in the era of revolution 4.0 and society 5.0.
