Abstract
ABSTRAK Penelitian ini mengkaji Efektivitas Kerja Tenaga Ahli Anggota DPR RI di gedung Nusantara 1. Meskipun peran staf ahli ini sangat penting dalam mendukung fungsi legislatif, tantangan seperti kepemimpinan yang tidak konsisten, definisi peran yang tidak jelas, dan inefisiensi birokrasi menghambat kinerja mereka. Penelitian ini mengeksplorasi bagaimana kinerja Tenaga Ahli Anggota DPR RI dapat dikatakan maksimal maupun efektif apabila dikorelasikan dengan faktor internal dan eksternal yang ada. Bagaimana kepemimpinan, kejelasan peran, motivasi, disiplin, kreativitas, kolaborasi, komunikasi, dan komitmen terhadap nilai-nilai organisasi memengaruhi efektivitas tenaga ahli anggota DPR RI tersebut. Dengan menggunakan pendekatan kualitatif, Etnografi, data dikumpulkan melalui pengamatan pribadi selama menjabat sebagai tenaga ahli anggota DPR RI, wawancara dan analisis dokumen untuk memahami dinamika dalam organisasi. Awal dari penelitian mencari dari sumber tenaga ahli Anggota DPR RI, kemudian mendapatkan pengelompokan jawaban yang sama untuk kemudian di lakukan wawancara personal kepada pihak lingkungan kerja baik eksternal dan internal untuk tahap validasi temuan (Wawancara Triangulasi). Dari tahapan tersebut temuan penulis menunjukkan bahwa Efektivitas Kerja Tenaga Ahli Anggota DPR RI periode 2019-2024 ini Efektif. Tercapainya kata efektif dalam efektifitas kerja tenaga ahli anggota DPR RI penulis menemukan 3 kriteria yang harus di penuhi, yakni : Komunikatif, Pengelolaan Informasi Asimetri (Managable Asimetri Information), Loyalitas. Sebaliknya, struktur birokrasi yang kaku berkontribusi pada penurunan efektivitas. Komunikatif yang dimaksud berpatokan pada JD-R teori mengacu pada komunikasi Tenaga Ahli (individuals) dengan atasannya (Leaders) dan dengan Fraksi DPR RI tempatnya bekerja (Organization). Asimetri Informasi disini adalah dimana kemampuan tenaga ahli anggota DPR RI dalam memperoleh dan mengelola informasi yang dimiliki kalangan terbatas untuk memperbesar tingkat keberhasilan dalam pengambilan keputusan anggota DPR RInya yang tepat sasaran dan pro kepada rakyat. Loyalitas dimaksud adalah dengan motivasi kerja yang tinggi, tidak mudah menyerah, komitmen, dan kreativitas yang melengkapi keberhasilan Tenaga Ahli DPR RI dalam melaksanakan tugasnya. Sehingga ditemukan teori untuk mencapai efektifitas kerja tenaga ahli DPR RI yaitu dengan C-MAIL (Comunication, Managable Asimetri Information, Loyality) Kata Kunci : Efektivitas Kerja, Tenaga Ahli Anggota DPR RI, Komunikatif, Asimetri Informasi Terkontrol, Loyalitas. (*****) ABSTRACT This study examines the Effectiveness of the Work of Expert Staff of Members of the Indonesian House of Representatives in the Nusantara 1 building. Although the role of these expert staff is very important in supporting legislative functions, challenges such as inconsistent leadership, unclear role definitions, and bureaucratic inefficiencies hinder their performance. This study explores how the performance of Expert Staff of Members of the Indonesian House of Representatives can be said to be optimal or effective when correlated with existing internal and external factors. How leadership, role clarity, motivation, discipline, creativity, collaboration, communication, and commitment to organizational values affect the effectiveness of expert staff of members of the Indonesian House of Representatives. Using a qualitative Ethnographic approach, data was collected through personal observations during his tenure as an expert member of the Indonesian House of Representatives, interviews and document analysis to understand the dynamics within the organization. The beginning of the study looked for sources of expert staff of Members of the Indonesian House of Representatives, then obtained a grouping of the same answers to then conduct personal interviews with both external and internal work environment parties for the validation stage of findings (Triangulation Interview). From this stage, the author's findings show that the Effectiveness of the Work of Expert Staff of Members of the Indonesian House of Representatives for the 2019-2024 period is Effective. The achievement of the word effective in the effectiveness of the work of expert members of the Indonesian House of Representatives, the author found 3 criteria that must be met, namely: Communicative, Manageable Asymmetric Information, Loyalty. On the other hand, a rigid bureaucratic structure contributes to a decrease in effectiveness. The intended communicative is based on the JD-R theory referring to the communication of Experts (individuals) with their superiors (Leaders) and with the DPR RI Faction where they work (Organization). Information Asymmetry is here where the ability of expert members of the Indonesian House of Representatives in obtaining and managing information owned by limited circles to increase the level of success in making decisions by DPR RI members that are right on target and pro-people. Loyalty is meant with high work motivation, not giving up easily, commitment, and creativity that complement the success of Expert Staff of the Indonesian House of Representatives in carrying out their duties. So that a theory was found to achieve the effectiveness of the work of expert staff of the Indonesian House of Representatives, namely with C-MAIL (Communication, Manageable Asymmetric Information, Loyalty) Keywords: Work Effectiveness, Expert Staff of the Indonesian House of Representatives, Communicative, Controlled Information Asymmetry, Loyalty.
