Abstract

Sektor publik perlu mengembangkan solusi inovatif untuk mengatasi berbagai tantangan dan meningkatkan layanan publik. Inovasi yang berkelanjutan terutama didorong oleh perilaku kerja inovatif atau innovative work behavior (IWB) dari para pegawai. Namun, penelitian mengenai IWB di sektor publik, khususnya di wilayah Asia, masih terbatas. Penelitian ini bertujuan untuk menganalisis pengaruh beban kerja (workload), dukungan atasan (supervisor support), dan keterikatan kerja (work engagement) terhadap IWB pegawai Badan Pusat Statistik (BPS). Sebanyak 384 pegawai BPS pusat dan provinsi menjadi responden. Model dikoseptualisasikan reflektif-formatif diuji dengan pendekatan Confirmatory Composite Analysis (CCA) dalam SEM-PLS dengan perangkat lunak SmartPLS 4.1.0.3. Hasil penelitian menunjukkan bahwa workload tidak berpengaruh langsung terhadap IWB, tetapi berpengaruh positif secara tidak langsung melalui mediasi work engagement. Sementara itu, supervisor support berpengaruh positif terhadap IWB baik secara langsung maupun melalui mediasi work engagement. Temuan ini menegaskan pentingnya work engagement sebagai faktor yang dapat mengoptimalkan pengaruh workload dan supervisor support terhadap innovative work behavior pegawai BPS. Work engagement yang tinggi mendorong pegawai untuk tetap bersemangat, berdedikasi, dan terserap penuh dalam pekerjaannya, sehingga meningkatkan kemampuan mereka untuk menciptakan, mempromosikan, dan menerapkan ide-ide baru di lingkungan BPS.*****The public sector needs develop innovative solutions to address various challenges and enhance public services. Sustainable innovation is primarily driven by employees’ innovative work behavior (IWB). However, research on IWB in the public sector remains limited. This study aims to analyze the influence of workload, supervisor support, and work engagement on the IWB of employees at BPS-Statistics Indonesia. A total of 384 BPS employees at the headquarters and provincial levels participated as respondents. A reflective-formative conceptual model was tested using the Confirmatory Composite Analysis (CCA) approach within SEM-PLS, employing the SmartPLS 4.1.0.3 software. The results show that workload does not have a direct effect on IWB but has a positive indirect effect mediated by work engagement. Meanwhile, supervisor support positively influences IWB both directly and indirectly through work engagement. These findings highlight the critical role of work engagement as a factor that optimizes the influence of workload and supervisor support on employees’ innovative work behavior at BPS. High levels of work engagement encourage employees to remain enthusiastic, dedicated, and absorbed in their work, thereby enhancing their ability to create, promote, and implement new ideas within the organizational environment of BPS.
