Abstract

Penelitian ini bertujuan untuk mengevaluasi implementasi kebijakan penyelenggaraan Pendidikan Anak Usia Dini (PAUD) oleh masyarakat di Provinsi DKI Jakarta, berdasarkan Peraturan Gubernur DKI Jakarta Nomor 194 Tahun 2014. Evaluasi dilakukan menggunakan model CIPP (Context, Input, Process, Product) dengan pendekatan kualitatif deskriptif. Data dikumpulkan melalui wawancara mendalam, observasi, dan studi dokumentasi di lima lembaga PAUD swasta: TK Islam Assyifa, TK Islam Said Na’um, TK Islam Al Ikhlas, TK Nizamia Andalusia, dan TK Aisyiyah 21. Hasil penelitian menunjukkan bahwa dalam aspek konteks, kebijakan telah relevan dengan kebutuhan masyarakat, namun pelaksanaan sosialisasinya belum seragam di semua lembaga. Pada aspek input, terdapat keragaman kualitas dalam hal struktur organisasi, kompetensi pendidik, sarana-prasarana, dan pembiayaan, yang masih bergantung pada partisipasi masyarakat. Proses implementasi menunjukkan adanya perencanaan, pelaksanaan, dan evaluasi program yang dilakukan secara partisipatif, meskipun belum sepenuhnya sistematis. Sedangkan pada aspek produk, program PAUD terbukti mendorong perkembangan anak secara holistik dalam aspek kognitif, sosial-emosional, motorik, bahasa, dan spiritual, terutama melalui internalisasi nilai-nilai karakter Islami. Penelitian ini merekomendasikan penguatan regulasi yang adaptif, peningkatan kompetensi pendidik, penyusunan sistem asesmen capaian belajar yang terstandar, serta pengembangan model kebijakan PAUD berbasis kebutuhan lokal. Hasil penelitian ini diharapkan dapat menjadi rujukan dalam penyusunan kebijakan PAUD yang lebih kontekstual dan berkelanjutan di tingkat daerah maupun nasional. **** This study aims to evaluate the implementation of policies on the provision of Early Childhood Education (PAUD) by the community in DKI Jakarta Province, based on DKI Jakarta Governor Regulation No. 194 of 2014. The evaluation was conducted using the CIPP (Context, Input, Process, Product) model with a descriptive qualitative approach. Data were collected through in-depth interviews, observations, and document reviews at five private PAUD institutions: TK Islam Assyifa, TK Islam Said Na’um, TK Islam Al Ikhlas, TK Nizamia Andalusia, and TK Aisyiyah 21. The results of the study indicate that, in terms of context, the policy is relevant to community needs; however, its implementation and dissemination have not been consistent across all institutions. In terms of inputs, there is diversity in quality regarding organizational structure, educator competence, facilities and infrastructure, and funding, which still depends on community participation. The implementation process shows that program planning, implementation, and evaluation are carried out in a participatory manner, although not yet fully systematic. In terms of output, the PAUD program has been proven to promote holistic child development in cognitive, social-emotional, motor, language, and spiritual aspects, particularly through the internalization of Islamic character values. This study recommends strengthening adaptive regulations, enhancing educator competencies, developing a standardized learning achievement assessment system, and creating an early childhood education policy model based on local needs. The findings of this study are expected to serve as a reference for developing more contextual and sustainable early childhood education policies at both the regional and national levels.
