Abstract
Tujuan penelitian adalah melakukan identifikasi terperinci tingkat efektivitas program, analisis dan elaborasi implementasi Renstra Kementerian Agama 2015-2019 terhadap peningkatan mutu Pendidikan Raudhatul Athfal (RA). Pendekatan penelitian evaluasi program ini menggunakan metode mix-method, pertama pendekatan kualitatif menggunakan analisis Deskriptif, kedua pendekatan kuantitatif untuk mengukur kebenaran data yang dikumpulkan ketika waktu penelitian. Desain evaluasi program dalam penelitian ini menggunakan kombinasi model CIPP-DEM-Proses Edward III menjadi model SIP-D) yang didapati empat komponen evaluasi yaitu: dimensi konteks terdiri dari akses, APK RA dan RA terakreditasi. Dimensi input terdiri dari status kelembagaan RA, tenaga pendidik, manajemen, potret RA dalam SNP, dimensi proses terdiri dari anggaran, program prioritas, komitmen Kemenag, proses mutu SDM, kebijakan anggaran, birokrasi dan disposisi kebijakan RA. Dimensi produk terdiri dari: benchmark, meningkatnya jumlah RA terakreditasi, terdapat RA Model, mutu RA secara nasional, dan RA menjadi pilihan utama masyarakat. Subjek, penelitian ini terdiri dari dokumen Renstra, Peraturan Menteri Agama, pendapat atau perspektif dari para perwakilan pejabat di Kemenag, guru RA, lembaga RA, pengawas RA dan IGRA. Pengambilan data melalui penyebaran kuesioner pada guru-guru RA yang tersebar di Indonesia sampel di wilayah Provinsi DKI Jakarta. Teknik penentuan subyek penelitian menggunakan teknik Purposive Sampling. Hasil penelitian yang dilakukan menunjukkan tingkat efektivitas Renstra 2015-2019 terhadap implementasi program pada RA. Hasil evaluasi, rerata seluruh komponen pada dimensi program (1) Konteks mutu RA berada pada katagori tinggi, akses katagori sedang, dan APK RA katagori tinggi, dan RA terakreditasi kaatgori sedang,secara umum dimensi kontek katagori sedang (2). Input dengan dimensi status kelembagaan RA, tenaga pendidik, manajemen, potret RA dalam SNP kategori rendah - sedang, (3). Proses terdiri dari dari anggaran, program prioritas, komitmen Kemenag, proses mutu SDM, kebijakan anggaran, birokrasi dan disposisi kebijakan RA kategori nilai sedang/baik, (4). Produk dengan dimensi benchmark, meningkatnya jumlah RA terakreditasi, terdapat RA Model, mutu RA secara nasional, dan RA menjadi pilihan utama masyarakat. kategori nilai sedang/baik. Penerapan evaluasi program menggunakan kombinasi model CIPP-DEM-Proses Edwards III menjadi model evalausi SIP-D mampu menjadi solusi pembuktian terhadap Implementasi Rencana Strategis Kementerian Agama dalam peningkatan mutu Pendidikan pra sekolah Raudhatul Athfal.***************The purpose of this study is to conduct a detailed identification of the level of program effectiveness, analysis and elaboration of the implementation of the Ministry of Religious Affairs' Strategic Plan 2015-2019 towards improving the quality of Raudhatul Athfal (RA) Education. This program evaluation research approach uses a mix-method method, first a qualitative approach using Descriptive analysis, second a quantitative approach to measure the accuracy of the data collected during the research period. The program evaluation design in this study uses a combination of the CIPP-DEM-Edward III Process model into the SIP-D model) which found four evaluation components, namely: the context dimension consists of access, RA APK and accredited RA. The input dimension consists of RA institutional status, teaching staff, management, RA portrait in SNP, the process dimension consists of budget, priority programs, Kemenag commitment, HR quality process, budget policy, bureaucracy and RA policy disposition. The product dimension consists of: benchmark, increasing number of accredited RA, the existence of RA Model, RA quality nationally, and RA being the main choice of the community. The subjects of this study consist of Renstra documents, Regulations of the Minister of Religious Affairs, opinions or perspectives from representatives of officials in Kemenag, RA teachers, RA institutions, RA supervisors and IGRA. Data collection through the distribution of questionnaires to RA teachers spread across Indonesia, sampled in the DKI Jakarta Province area. The technique for determining all subjects used the Purposive Sampling technique. The results of the research conducted showed the level of effectiveness of the 2015-2019 Strategic Plan on program implementation in RA. The results of the evaluation, the average of all components in the program dimensions (1) RA quality context is in the high category, access is in the medium category, and RA APK is in the high category, and RA accredited is in the medium category, in general the context dimension is in the medium category (2). Input with dimensions of RA institutional status, teaching staff, management, RA portrait in SNP is in the low - medium category, (3). The process consists of the budget, priority programs, Ministry of Religion commitment, HR quality process, budget policy, bureaucracy and RA policy disposition are in the medium / good value category, (4). Products with benchmark dimensions, increasing number of accredited RA, there is a Model RA, RA quality nationally, and RA is the main choice of the community. medium / good value category. The application of program evaluation using a combination of the CIPP-DEM and Edwards III Process models to the SIP-D evaluation model can provide a proven solution for the implementation of the Ministry of Religious Affairs' Strategic Plan to improve the quality of Raudhatul Athfal preschool education.
