Abstract
Penelitian ini bertujuan untuk menggambarkan pengelolaan Learning Management System (LMS) di Pusat Pengembangan Sumber Daya Manusia (PPSDM) Ketenagakerjaan, Kementerian Ketenagakerjaan RI, yang mencakup aspek perencanaan, pelaksanaan, dan evaluasi. Penelitian menggunakan pendekatan kualitatif dengan teknik pengumpulan data berupa wawancara, observasi, dan studi dokumentasi. Hasil penelitian menunjukkan bahwa perencanaan LMS telah dilakukan secara terstruktur sejak tahun 2015 melalui benchmarking, pembentukan tim pengelola, serta kolaborasi dengan pihak eksternal. Pelaksanaan LMS sejak 2017 berjalan sistematis dan efisien dengan dukungan SDM yang kompeten, pedoman penggunaan, serta simulasi bagi pengguna. Evaluasi dilakukan melalui penyebaran kuesioner terintegrasi yang hasilnya menjadi bahan perbaikan program pelatihan. Meskipun demikian, terdapat beberapa kendala seperti keterbatasan jaringan, kapasitas server, dan tingkat literasi digital pengguna. Secara keseluruhan, pengelolaan LMS di PPSDM Ketenagakerjaan telah menunjukkan kesiapan dan efektivitas sebagai media pembelajaran digital. ***** This study aims to describe the management of the Learning Management System (LMS) at the Human Resources Development Center (PPSDM) of the Ministry of Manpower of the Republic of Indonesia, covering planning, implementation, and evaluation aspects. The study adopts a qualitative approach with data collection techniques including interviews, observations, and document analysis. The findings indicate that LMS planning has been carried out in a structured manner since 2015 through benchmarking, the formation of management teams, and collaboration with external developers. Since 2017, LMS implementation has been systematic and efficient, supported by competent human resources, user manuals, and usage simulations. Evaluation is conducted through an integrated questionnaire, the results of which serve as input for improving training programs. Despite its strengths, challenges remain such as network limitations, server capacity, and users’ digital literacy. Overall, LMS management at PPSDM Ketenagakerjaan has demonstrated readiness and effectiveness as a digital learning platform.
