Abstract

Penelitian ini bertujuan untuk memberikan gambaran tentang pelaksanaan Manajemen Mutu Terpadu pada Lembaga Pusat Pendidikan dan Pelatihan (Pusdiklat) Kementerian Luar Negeri melalui program pelatihan Calon Pegawai Setempat (CPS). Penelitian ini difokuskan pada empat sub fokus utama, yaitu: perencanaan mutu, pelaksanaan pelatihan, pengendalian mutu, dan perbaikan mutu pelatihan CPS. Pendekatan penelitian yang digunakan adalah pendekatan kualitatif dengan metode deskriptif. Teknik pengumpulan data dilakukan melalui wawancara mendalam, observasi langsung, dan studi dokumentasi. Informan dalam penelitian ini meliputi Kepala Bidang Perencanaan, Pengembangan, dan Evaluasi; Kepala Bidang Pendidikan dan Pelatihan Non-Diplomatik; Kasubbid Pranata Informasi Diplomatik; serta Analis Pengembangan Kompetensi. Hasil penelitian menunjukkan bahwa pelatihan CPS dilaksanakan dengan perencanaan yang sistematis, pelaksanaan yang adaptif berbasis daring, pengendalian mutu melalui evaluasi harian dan sistem pengaduan digital, serta perbaikan mutu berkelanjutan melalui forum RTM dan monev. Seluruh proses menunjukkan adanya keterpaduan antar unit kerja, penerapan standar mutu, serta respons terhadap kebutuhan peserta di perwakilan RI di luar negeri. ***** This study aims to provide an overview of the implementation of Total Quality Management at the Center for Education and Training (Pusdiklat) of the Ministry of Foreign Affairs through the training program for Locally Engaged Staff (Calon Pegawai Setempat/CPS). The study focuses on four main subtopics: quality planning, training implementation, quality control, and quality improvement of the CPS training. This research employs a qualitative approach with a descriptive method. Data collection techniques include in-depth interviews, direct observation, and document analysis. Informants in this study include the Head of Planning, Development, and Evaluation Division; the Sub-Coordinator of Non-Diplomatic Training Programs; and technical staff involved in the CPS training program. The findings indicate that CPS training is carried out with systematic planning, adaptive online-based implementation, quality control through daily evaluations and digital feedback systems, and continuous quality improvement through management review meetings and monitoring forums. The entire process reflects inter-unit collaboration, the application of quality standards, and responsiveness to the needs of staff at Indonesian missions abroad.
