Abstract

Setneg MOOCs merupakan model Pembelajaran Jarak Jauh (PJJ) berbasis Massive Open Online Courses (MOOCs) yang dirancang untuk meningkatkan kompetensi Aparatur Sipil Negara (ASN) secara berkelanjutan. Penelitian ini bertujuan untuk menganalisis manajemen Pembelajaran Jarak Jauh (PJJ) berbasis MOOCs dalam pelaksanaan diklat di Kementerian Sekretariat Negara, dengan fokus pada fungsi perencanaan, pengorganisasian, pelaksanaan, dan pengawasan. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif, serta pengumpulan data melalui observasi, wawancara, dan dokumentasi. Hasil penelitian menunjukkan bahwa manajemen Pembelajaran Jarak Jauh (PJJ) berbasis MOOCs sudah dilaksanakan secara terstruktur, mulai dari identifikasi kebutuhan hingga koordinasi lintas pihak. Pengorganisasian dilakukan melalui pembentukan Pokja dan pelibatan vendor. Program dilaksanakan secara daring dan mandiri, dengan pengawasan berbasis sistem digital. Inovasi yang ditemukan mencakup sistem Single Sign-On (SSO), terintegrasi dengan LXP Pintar Evo, kebijakan daftar tunda, dan sistem leveling. Penelitian merekomendasikan penguatan indikator kinerja, evaluasi program, serta pemanfaatan data pelatihan untuk mendukung pengembangan kompetensi ASN secara optimal. ***** Setneg MOOCs is a Distance Learning model based on Massive Open Online Courses (MOOCs) designed to continuously enhance the competencies of Civil Servants (ASN). This study aims to analyze the management of MOOCs-based Distance Learning in training implementation at the Ministry of State Secretariat, focusing on the functions of planning, organizing, implementing, and monitoring. Using a qualitative approach with descriptive methods, data was collected through observation, interviews, and documentation. The results indicate that the management of MOOCs-based Distance Learning has been implemented systematically, from needs identification to cross-sectoral coordination. Organization was achieved through the formation of a Working Group (Pokja) and vendor involvement. The program was conducted online and self-paced, with digital-based monitoring. Key innovations identified include a Single Sign-On (SSO) system integrated with LXP Pintar Evo, a waiting list policy, and a leveling system. The study recommends strengthening performance indicators, program evaluation, and utilizing training data to optimize ASN competency development.
